assessment equal to 1/3 of the cost. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Peterson to adopt <br />Resolution #89-07-156 vacating the City's drainage easement over Lot 3, Block 5, <br />Whispering Pines Estates and directing the City Attorney to draft an agreement outlining the <br />conditions of the vacation as being construction of storm sewer improvements with a <br />maximum assessment to the property of $8,000, financed as a City project at 9.5% interest. <br /> <br />Further Discussion: Mayor Reimann requested that City Staff pursue project participation <br />with any other neighboring properties that would directly benefit from the storm sewer <br />improvements. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Case #6: Improvement Project #89-10; Hematite Street N.W. <br /> <br />Mr. Raatikka recalled that the public hearing was held on May 2, 1989. <br /> <br />Mr. Goodrich stated that on April 11, the City received a petition, signed by two property <br />owners, requesting the improvements to Hematite Street between 154th Lane and 300 feet <br />south of 156th. On April 25, the City received a petition, signed by two property owners, <br />opposing the proposed improvements. On May 8, the City received a petition, signed by <br />two property owners, in favor of the project. Based on City Charter language and the <br />petitioning sequence, City Staff feels that the project can proceed. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember Pearson to adopt <br />Resolution #89-07-157 ordering improvement and preparation of plans for Street <br />Improvement Project #89-10 (Hematite Street N.W.). <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Council recessed at 9:30 p.m. <br /> <br />Mayor Reimann called the regular Council meeting back to order at 9:43 p.m. <br /> <br />Case WI: Discuss Persons Serving On More Than One Board Or <br /> Commission: <br /> <br />The City Council discussed the desire to get as many people as possible involved in the <br />government process to achieve a better cross-section of representation and the potential for <br />individuals serving on more than one board or commission to have a greater amount of <br />influence. <br /> <br />Economic Development Commission Chairman Ken Wagner suggested that the standard <br />commission vacancy advertisement be revised to be less intimidating. Mr. Wagner also <br />suggested that applicants not selected for prior board and commission vacancies be <br />contacted to reapply as new positions for appointment come about. <br /> <br />City Council directed City Staff to draft a policy that would eliminate dual <br /> <br />City Council/July 11, 1989 <br />Page 8 of 12 <br /> <br /> <br />
