From I-1 Industrial To B- <br />1 Business; Case Of Mr. Thomas Kurak: <br /> <br />The Council introduced an ordinance on June 27, 1989 to rezone property north of Hwy. <br />#10 to B-1 Business. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember DeLuca to adopt <br />Ordinance #89~14 rezoning property north of Hwy. #10 N.W. and east of Armstrong <br />Blvd. N.W. from I-1 Industrial to B-1 Business. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Case #9: Discuss The Need For Amusement Center Regulations: <br /> <br />Council directed that the subject of amusement center regulations be placed on another City <br />Council agenda for discussion prior to the regular meeting starting time. <br /> <br />Case #10: Discuss Options For Implementing 4 Per 40 Acre Density <br /> Zoning: <br /> <br />Mr. Merland Otto discussed with Council the various options available for implementing 4 <br />per 40 acre density zoning and a possible schedule of events necessary to meet the January <br />1, 1990 effective date for that zoning. The schedule of events includes conducting an <br />informational meeting regarding 4 in 40 zoning with all persons owning 5 acres or more in <br />Ramsey. Persons desiring to develop at the 2.5 acre lot sizes and a density greater than 4 <br />in 40 would be allowed to continue to do so provided they have reached preliminary plat <br />approval by the January 1, 1990 date. Regarding methods of implementation: City Council <br />will have to give consideration to what the minimum lot size will be while maintaining <br />Metro Council's 4 in 40 density requirement; tracking parcels to be sure no resubdivisions <br />occur while 4 in 40 zoning is in effect; how to encourage cluster development of 2.5 acre <br />lots; areas where it may be desirable to allow resubdivision to urban density; limits of <br />deviation that will be allowed for in meeting the 4 in 40 density requirement; whether <br />maximum as well as minimum lot sizes should be established (larger lots tend to attract <br />illegal dumping and junk vehicle violations) or take an ardent position to enforce the <br />Nuisance Ordinance. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Cich authorizing the <br />City Attorney to seek the Attorney General's opinion regarding whether or not land use <br />zoning regulations are subject to public referendums. <br /> <br />Further Discussion: Mr. Hartley noted that he has informed Metro Council that Ramsey <br />disagrees with the 4 in 40 policy but recognizes it and intends to comply; Ramsey has also <br />requested the opportunity to participate in the changing of that policy and Metro Council <br /> <br />City Council/July 11, 1989 <br />Page 9 of 12 <br /> <br /> <br />
