and negotiations are currently underway. Staff will continue to update the EDA as new events unfold in regards to the development and/or purchase of the property. Redevelopment Study for the intersection of Highway #47 and 167th Avenue On March 11, 2003, the City Council approved entering into a contract with McComb Group Ltd. to complete a market analysis study for the retail node of Highway #47 and 167th Avenue. The City Council did stipulate that reimbursable expenses be capped at $500, unless otherwise approved by staff or the City Council. Staff met with Mr. McComb the week of March 3 i, 2003 to discuss the next step in the process. McComb group created a customer survey and customer spotting form that was implemented into the business community the week of April 7th. They are hoping to have a majority of the survey's back by early May and begin analyzing the data mid May. Staff anticipates receiving a first draft of the study by the end of May or early June. Panther Precision The City Council approved the site plan for Panther Precision on March 25, 2003. The TIF agreement should be signed within the next few months and they will begin construction sometime in late spring or early summer. Housing Committee The minutes and agenda for the March Ramsey Housing Committee meeting are attached for your review. Annual Commissioner/Volunteer Appreciation Dinner Please see the attached invitation to the annual commissioner appreciation dinner being held at Majestic Oaks Country Club. Please make every effort to attend as the City Council would like to show their appreciation for the time you put into serving on the EDA. 2003 Business Appreciation Day The 2003 golf tournament and business appreciation day is set! Mark your calendar for Tuesday, August 19, 2003 at the Links at Northfork. The contract and down payment was sent to the Links the week of April 7, 2003. Staff will provide further information, as the event gets closer. Business Occupancy Certificate Community Development, Police, and the Fire department, have been working on creating a Business Occupancy Certificate. The purpose of the certificate is to require all businesses in the City of Ramsey to fill out an application with the City prior to beginning business in Ramsey. The cost associate with the certificate will be $30.00 for existing businesses and any new businesses. The certificate will be issued on a yearly basis and the renewal fee is proposed to be $15. The certificate will allow the City to compile a comprehensive business list and obtain information that will assist the fire and police departments from a public safety standpoint. Attached is the case and proposed ordinance the City Council will be reviewing at their April 8, 2003 meeting. Staff will provide further updates regarding the outcome of the meeting.
