Sullivan, Economic Development <br /> <br />Date: 02/12/03 <br /> <br />Re: City and County HRA Levies <br /> <br />TIF Specialist <br /> <br />INTRODUCTION <br /> <br />The City of Ramsey currently participates in both a local Housing and <br />Redevelopment Authority (HRA) levy and an Anoka County HRA levy. Anoka <br />County is currently proposing to rename its I-IRA,to a Community Development' <br />Authority (CDA). It would also incorporate the powers of an Economic <br />De'~elopment Authority'(EDA).so that the scope'of projects it could undertake <br />would be greater. For the City of Ramsey, this change would have no net effect on <br />the taxes that Ramsey residents currently would pay it would only change the name <br />of the taxing jurisdiction for which the levy would be directed. <br /> <br />CITY HRA LEVY <br /> <br />On November 28, 1998, the City Council approved a resolution that created the <br />Ramsey EDA. The resolution gives all the powers of an EDA and a HRA to the <br />Ramsey EDA. The City of Ramsey, until tax year 2003, had not utilized an EDA or <br />· HRA levy. Now that the City has chosen to utilize the HR& levy, it is now possible <br />to acquire additional funding for redevelopment projects within the City of Ramsey. <br /> <br /> <br />
