SOUTH OF STATE HIGHWAY #10 AND EAST OF SUNFISH LAKE BOULEVARD <br />LAND USE AND STREET NETWORK CONCEPT PLANS <br /> By: Megan Wald, Community Development Assistant <br /> <br />Background: <br /> <br />As you may recall, for the past year the EDA has been working with Hoisington Koegler Group on a <br />redevelopment plan for State Highway # 10. The EDA focused on the north side of Highway # 10 between <br />Armstrong Boulevard and the Anoka/Ramsey corporate limits. During discussions of the redevelopment <br />plan for Highway #10, the EDA saw a need to also look at a redevelopment plan for the area located <br />south of Highway # 10, from the corporate limits of Anoka/Ramsey to Sunfish Lake Boulevard. The EDA <br />directed Staff to work with Hoisington Koegler Group on a redevelopment plan for the subject area. Staff <br />has received a memorandum from Hoisington Koegler Group Inc. outlining three different concept plans <br />for the area south of Highway # 10. <br /> <br />Observations: <br /> <br />The EDA directed Staff to make contact with Mr. Lano and Mr. Peterson, regarding potential <br />redevelopment plans. Staff has had several conversations with Mr. Lano, the owner of Lano Equipment, <br />regarding the possibility of redeveloping his site. Mr. Lano appears to be very agreeable to work with the <br />City in creating a more aesthetically pleasing site and providing for a better street system. <br /> <br />Staff has met with Bob Carlson, the real estate agent working for Mr. Peterson, regarding the City <br />purchasing the Peterson property. Mr. Peterson's property is more commonly refereed to as the vacant <br />restaurant parcel. Mr. Peterson is willing to talk to the City regarding the City purchasing his property. <br />Staff will be meeting with Mr. Carlson the on March 11m to discuss a purchase price. Staff will provide <br />an update during the EDA meeting. <br /> <br />It should also be noted that the on February 26, 2002 the City Council adopted a Comprehensive Plan <br />Amendment changing the land use designation of the subject area from Places to Shop to Places to Work <br />contingent upon Metropolitan Council approval (see attached site location map). Staff anticipates that <br />during the Metropolitan Council review, the amendment will also be sent to the DNR for their review and <br />comment as part of the subject area is located within the Critical River Area Boundary. <br /> <br />Recommendation: <br /> <br />The EDA should review the attached memorandum from HKGi and select one of the redevelopment <br />concepts proposed. This will allow staff to proceed with redevelopment discussions with Mr. Lano and <br />Mr. Peterson. <br /> <br />Review Checklist: <br />James E.
