Case # 3

COMMERCIAL/INDUTRIAL SITES WEST OF ARMSTRONG BLVD.
By: Megan Waid, Community Development Assistant
Sean Sullivan, TIF Specialist

.Background:

In 1999 thc City initiated a redevelopment study that began to look at underutilized industrial properties in thc
City of Ramsey. Thc study shifted focus to a redevelopment plan for the Highway #10 corridor. The EDA
worked with Hoisington Koegler Group in the year 2000-2001 on a redevelopment plan for Highway #10. The
plan focused on the northern side of Highway//10, starting at the corporate limits of Anoka and Ramsey and
proceeding west to Armstrong Boulevard.

Subsequent to the EDA and Hoisington Koegler Group completing the first draft of the redevelopment plan for
'Highway #10, MnDot initiated a State Highway//10 Interregional Corridor Study. MnDot made a presentation
to the EDA and City Council stating different options for upgrading Highway #10. In light of the MnDot study
and uncertainty as to the future alignment of Highway//10, staff has been directed to shift redevelopment focus
away from Highway # 10.

Observations:

.~l'he Town Center area is located immediately east of the existing underutilized properties on the west side of
Armstrong Boulevard. The use of these properties will become more important as the Town Center project
proceeds. This area had been previously designated as a redevelopment area. It now appears that this area
should be considered for acquisition rather than redevelopment as it will contribute greatly to the appearance of
the Town Center. Recently, the Menkveld Co. has expressed a willingness to sell its property to the city. This
would be an opportunity for the City to begin acquiring land before more development occurs west of
"' Armstrong Blvd.

Enclosures:

Map and Findings of 1999 study
Map of Properties West of Armstrong Boulevard

EDA Action:

BaSed on Discussion

' Reviewed By:
city Administrator
0mmunity Development Assistant
