CITY COUNCIL <br />CLOSED EXECUTIVE SESSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a closed executive session on Tuesday, August 8, <br />1989 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember Richard Cich <br />Councilmember Kenneth Peterson <br />Councilmember Alan Pearson <br />Councilmember Stephen F. DeLuca <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />Police Chief Michael Auspos <br />Karen Olson/Labor Relations Associates <br /> <br />CALL TO ORDER <br /> <br />The closed executive session of the City Council was called to order at 6:43 p.m. <br /> <br />BUSINESS <br /> <br />Case #1: Discussion Regarding Labor Negotiations With LELS: <br /> <br />Karen Olson provided Council with copies of compiled information which will be referred <br />to as attachments in these minutes. Attachment A indicates all employee pay trend lines for <br />the City of Ramsey with + 10% and -10% corridors that represent acceptable variances in <br />the all employee pay lines. Attachment A shows that with no increase at all, the LELS unit <br />is within the 100%-110% pay line corridor. Attachment B indicates that if proficiency pay <br />is added, which only police officers receive, the officers are then above the line of <br />acceptable variance (110%). Attachment C indicates that if the LELS unit achieves the 5% <br />salary increase they are requesting, it will place the officers at the 110% pay line. <br />Attachment D indicates that a 5% salary increase with proficiency pay places the LELS unit <br />above the 110% pay line. <br /> <br />Karen Olson noted that there is a real need to get a handle on proficiency pay and <br />recommended that the City negotiate to convert the proficiency pay from percentages to <br />dollars. <br /> <br />Mayor Reimann was of the opinion that proficiency pay should be based on levels of <br />responsibility versus years with the City. <br /> <br />Chief Auspos explained that job descriptions for all officers are the same because when <br />calls for police come in they must be answered by whoever is on duty, regardless if it is a <br />junior or senior officer; the reward to a junior officer for doing the same types of tasks as a <br />senior officer comes with proficiency pay earned for remaining with the City. <br /> <br />City Council Closed Executive Session/August 8, 1989 <br /> Page 1 of 2 <br /> <br /> <br />
