Karen Olson reviewed Attachment E with the Council which indicates issues that are <br />currently in mediation. <br /> <br />Karen Olson stated that arbitrators are divided into 3 camps and she cannot predict what the <br />outcome would be if the LELS contract negotiations were to go to arbitration; awards have <br />topped out at 4%. As of July 10, the base pay for 1988 had increased in Group V cities by <br />3.86%; it is unlikely that Ramsey's contract would be arbitrated at less than 3.75% <br /> <br />Attachment F indicates what appears to be the position of the LELS unit with respect to <br />issues in mediation. Attachment G indicates what Mr. Hartley and Karen Olson feel is a <br />settlement proposal that would achieve some important items for the City (a cap on <br />proficiency pay and 72% starting wage), which might not be the case if negotiations go to <br />arbitration. <br /> <br />Chief Auspos received a call for assistance and dismissed himself from the meeting at 7:12 <br />p.m. <br /> <br />Karen Olson requested some input from the Council regarding proposing a contract with <br />LELS in accordance with Attachment G; the next meeting with the LELS unit is scheduled <br />for August 17 at 10:00 a.m. <br /> <br />Council scheduled a special meeting for a closed executive session on August 15, 1989 at <br />6:30 p.m. to provide Karen Olson with input regarding a settlement proposal consisting of <br />items listed in Attachment G. <br /> <br />ADJOURNMENT <br /> <br />The consensus of the City Council was to adjourn the closed executive session at 7:40 p.m. <br /> <br />Respectfully submitted, <br /> <br />Sylvia Frolik <br />Planning Assistant <br /> <br />City Administrator <br /> <br />City Council Closed Executive Session/August 8, 1989 <br /> Page 2 of 2 <br /> <br /> <br />
