MEMO

DATE:

TO:

FROM:

RE:

September 9, 2002

Economic Development Authority (EDA)

Megan Wald and Sean Sullivan

Staff Updates

B&A Cylinder/Northstar Commuter Coach Site

As you may recall, Staff has been attempting to negotiate with Bruce Volk of B&A Cylinder to purchase
the north 2 acres of the B&A Cylinder site for a Northstar Commuter Coach station. Negotiations with
Mr. Volk were not progressing in a timely manner and the deadline from MnDot to locate a site and begin
construction of the station was fast approaching. Staff began negotiating with the property owners (BMA)
to the west for the establishment of a commuter coach site on a small portion of their property. Staff was
able to work out an agreement with the property owners to the west and construction of the parking area
and possible shelter is anticipated to commence in October of this year.

Staff is prepared to continue to negotiate with Mr. Volk for possible redevelopment of this site sometime
in the future, however staff does not feel this is a high priority issue.

Potential Industrial Development

The City of Ramsey is continuing negotiations with a precision machining business. The City is in the
process of drafting a preliminary Development Agreement that will state the terms and conditions of the
proposed development in Sunfish Business Park. At this point it looks like
the precision machining business will be constructing a 30,000 S.F. facility next spring barring any
unforeseen setbacks. Staff will keep the EDA informed as to any significant advances in the negotiating
process and the drafting of the Development agreement.

2002 Ramsey Business Appreciation Day

The 2002 Ramsey Business Appreciation Day (golf tournament) was again a great success. The event
was held on Tuesday August 20, 2002. We had 128 participants who completed 18 holes of golf at the
Links at Northfork. Andy Scheiwzer, the owner of ACE Solid Waste Inc., graciously accepted the honor
of being inducted into the City of Ramsey Business Hall of Fame.

CDBG Funds Update

Staff has identified four parcels of land for redevelopment and utilization of CDBG monies. The
properties include: Debee, KIH Erecting, Chies and Morrell. The Chies and Morrell properties are
adjacent to the St Paul Terminal (formerly known as Danny's Tranny) site and the Debee and KIH
properties are just south of AEC Energy Park and north of the recently acquired Alloy Recovery site. At
this point no site has been given a higher priority over another for redevelopment. Negotiations with
Chics and Debee have been difficult and the lack of an immediate "end-user" has not expedited the
negotiation process. The grant monies must be spent by June 30, 2003.

EDA: 9.09.02
