CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a regular meeting on Tuesday, August 22, 1989 at the <br />Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember Stephen F. DeLuca <br />Councilmember Alan Pearson <br />Councilmember Kenneth Peterson <br />Councilmember Richard Cich <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />City Attomey William Goodrich <br />Merland Otto/Hakanson Anderson Associates <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the regular City Council meeting to order at 7:08 p.m. in order to <br />address Case #1 (Amusement Center Regulations) scheduled for discussion at 7:00 p.m. <br /> <br />COUNCIL BUSINESS <br /> <br />Case #1: Discuss The Need For Amusement Center Regulations: <br /> <br />A discussion ensued regarding the adequacy of Ramsey's ordinance regulating amusement <br />centers and the need to set standards to prevent creating an enviroment condusive to <br />loitering and criminal activity. Police Chief Auspos and City Attorney Goodrich noted that <br />the present ordinance does not prescribe hours of operation and minimum performance <br />standards that address health and safety issues. It was also noted that without these issues <br />specifically addressed by ordinance, the City would not have grounds to revoke an <br />amusement center license that has developed into a nuisance problem. <br /> <br />Council directed City Staff to draft an amusement center ordinance based on the above <br />discussion and utilizing information gained from similar ordinances in other communities. <br /> <br />Chief Auspos indicated that there is a need to also review the City's ordinance regulating <br />the issuance of motor vehicle sales and repair licenses. <br /> <br />Mayor Reimann stated that another priority should be the review of the City's ordinance <br />regulating multiple dwellings. <br /> <br />Council recessed at 7:33 p.m. <br /> <br />Mayor Reimann called the meeting back to order at 7:45 p.m. and led in the Pledge of <br />Allegiance to the Flag. <br /> <br />City Council/August 22, 1989 <br /> Page 4 of 17 <br /> <br /> <br />
