CITIZEN INPUT

Lynne Rickert - 15231 Waco Street N.W. - Referred to Consent Agenda Item//13
(Improvement Project #89-18 Waco Street between 149th Avenue N.W. and 150th Avenue
N.W.). Lynne Rickert stated that this improvement project is proposed in order to provide
access to the proposed plat of Juniper Woods via Waco Street and 150th Avenue; she has
submitted a letter to the City describing the proposed access to Juniper Woods as a problem
because it would filter all of the Juniper Woods traffic south on Waco and east on 150th
past her home and thereby disrupt her way of life. Lynne Rickert stated that Juniper
Woods Lane should be the access into Juniper Woods and developed as a cul-de-sac rather
than connecting with 150th Avenue and extending into her development area. Lynne
Rickert also noted that the unsafe traffic conditions at the intersection of Hwy. 4/47 and
153rd Avenue N.W. will increase because of the additional traffic from Juniper Woods.

Mr. Otto noted that there is a public hearj'ng scheduled for August 29 regarding proposed
improvements to Juniper Woods.

Dorothy Stadfelt - 15111 Juniper Ridge Drive - Referred to Case 4/7 regarding final plat
approval of Juniper Woods and noted that the additional traffic from that development will
significantly increase the traffic hazards on Hwy. 4/47; those hazards being 3 major
intersections within 1/2 mile on a highway unable to handle current traffic loads. In
addition, the development will add to the already overcrowded school conditions. Dorothy
Stadfelt inquired if it is appropriate to grant final plat approval to Juniper Woods (Case 4/7)
prior to the subject area being rezoned for urban type development (Case//9).

Mr. Hartley replied that plat approval can be contingent upon rezoning but it would be more
appropriate to address the rezoning issue fn'st.

Tim Dusbabek - 7821 171st Ave. N.W. - Stated that he is present representing the
concerned residents of Golden Eagle Estates with respect to the proposed Dellwood Hills
Addition. Tim Dusbabek stated that the people are concerned with the increased traffic
through Golden Eagle Estates resulting from the development of Dellwood Hills. The
people are not opposed to the development but are concerned with future transportation
plans in this area. Tim Dusbabek inquired if there are plans to extend Bison Street to the
south and if not, are there means for regulating traffic through Golden Eagle Estates.

Mr. Otto replied that there are no immediate plans to extend Bison Street to the south;
extension to the south would occur as development occurs. The proposed development
agreement for Dellwood Hills requires that the developer deposit funds into an escrow
account for future improvements to Bison Street from 171 st to County Road//63.

Mayor Reimann indicated that the residents of Golden Eagle Estates would have to
approach the Police Department to initiate researching whether or not there is a need to
regulate traffic within that subdivision.

APPROVAL OF AGENDA

Motion by Councilmember DeLuca and seconded by Councilmember Pearson to approve
the agenda with the following adjustments:

City Council/August 22, 1989
