CITY COUNCIL <br /> PUBLIC HEARING <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Tuesday, August 29, 1989 at the <br />Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota regarding <br />Improvement Project 4/89-14 (water, sewer, street and storm sewer improvements to <br />Juniper Woods Addition). <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember Stephen F. DeLuca <br />Councilmember Richard Cich <br />Councilmember Alan Pearson <br />Councilmember Kenneth Peterson <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />City Engineer Peter Raatikka <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the public hearing to order at 8:05 p.m. <br /> <br />PRESENTATION <br /> <br />Mr. Raatikka stated that the proposed project consists of extending sewer trunk and water <br />main into Juniper Woods, providing storm sewer improvements and blacktopping streets. <br />The estimated total project cost is $212, 771.00. It is proposed to assess 22 units; the <br />estimated cost per unit for laterals is $9,671.41 amortized over 5 years. Each unit would <br />also be assessed a service availability surcharge of $1,322.00. The estimated total cost per <br />unit is $10,993.41 for an annual per unit cost of $2,826.40. In addition, the developer will <br />be responsible for the cost to extend sewer and water from the River's Bend plat and the <br />MWCC Service Availability Charges. Construction of the project would most likely begin <br />in the spring of 1990. <br /> <br />CITIZEN INPUT <br /> <br />Jean Schlueter - 15011 Juniper Ridge Drive - Noted that the proposed storm drainage <br />improvements involve some construction within Rum Acres Estates; inquired as to how it <br />is possible to construct storm sewer improvements in an already developed area and if <br />Rum Acres Estates will be assessed for storm sewer improvements because of benefit. <br /> <br />Mr. Raatikka replied that Rum Acres Estates will not be assessed for storm sewer <br />improvements proposed with the Juniper Woods project. <br /> <br />Jean Schlueter - Inquired if the storm sewer improvements involves construction of a ditch <br />or installation of a pipe. <br /> <br />Mr. Raatikka replied that it is proposed to install an underground pipe; 25 feet of the <br />surface area would be disturbed but must be restored with sod; restoration will be the <br />developer's responsibility. <br /> <br />City Council Public Hearing/August 29, 1989 <br /> Page 1 of 3 <br /> <br /> <br />
