COUNCIL BUSINESS <br /> <br />Case #1: <br /> <br />Adopt Resolution Approving Final Plat Of Juniper Woods <br />Addition And Adopt Resolution Ordering Plans And <br />Specifications For Juniper Woods Addition (Improvement <br />Project #89-14) And Adopt Resolution Ordering Plans And <br />Specifications For Improvement Project #87-27: <br /> <br />Mr. Hartley recalled that at it's August 22, 1989 meeting, the City Council tabled action to <br />approve or deny the final plat of Juniper Woods to allow for further discussions regarding <br />provision of a paved access onto 153rd from the plat at the onset of plat development. <br /> <br />Mr. Raatikka stated that after further discussions, the developer has agreed to provide a <br />graded haul route from 153rd into the plat during the initial phase of the development to <br />avoid burdening adjacent neighborhoods with construction traffic. <br /> <br />Mr. Knutson noted that as soon has 1/2 of the lots in Phase 1 are sold and building has <br />begun, plans would be submitted for Phase 2 and the utilities would be installed and <br />blacktop applied in Phase 1. Mr. Knutson estimated that until such time as Ute Street is <br />paved, there would be approximately 10 families utilizing Waco Street and Juniper Ridge <br />Drive. <br /> <br />A discussion ensued regarding blocking off access to Juniper Ridge Drive and Waco Street <br />from Juniper Woods to restrict all Juniper Woods traffic from utilizing paved streets in <br />adjacent neighborhoods and to clearly indicate to construction traffic that Ute Street is the <br />only approved access into Juniper Woods. <br /> <br />Because of the negative impact on the marketability of the lots, Mr. Knutson was reluctant <br />to force new homeowners in Phase 1 of Juniper Woods to traverse a dirt road to get to their <br />fully improved lots until such time as Ute Street is paved. <br /> <br />Councilmember Peterson inquired as to why it is not possible to pave all of Ute Street <br />during Phase 1. <br /> <br />Mr. Knutson stated that paving all of Ute Street during Phase 1 would require spending <br />another $150,000 to install all of the public utilities required along Ute Street at the same <br />time. <br /> <br />Council expressed some reluctance to burden adjacent neighborhoods with additional <br />residential traffic to accommodate the phased development of Juniper Woods. <br /> <br />Mr. Knutson stated that paving Ute Street in it's entirety would require installation of <br />utilities along Ute Street at the same time; that action would reduce the development to a 2 <br />phase project; the position of the finance company is that the development should be done <br />in 3 phases to spread out the cost of the improvements. <br /> <br />Mr. Knutson stated that if he were to apply a temporary blacktop surface to the Phase 2 <br />portion of Ute Street and tear it up and replace it when utilities go in that area, he would <br />want assurance that Waco Drive and Juniper Woods Drive would not be barricaded from <br />Juniper Woods. <br /> <br />City Council/August 29, 1989 <br /> Page 3 of 8 <br /> <br /> <br />
