Councilmember DeLuca was not in favor of barricading Waco Street and Juniper Ridge <br />Drive from Juniper Woods; he explained that for emergency purposes, there should always <br />be more than one route to access a subdivision. <br /> <br />Dorothy Stadfelt - 15111 Juniper Ridge Drive - Stated that she had to contend with dirt <br />roads when she moved into Ramsey and she does not feel dirt roads have a negative affect <br />on the marketability of property. <br /> <br />Lynn Rickert - 15231 Waco Street - Stated that she experienced it and she does not feel dirt <br />roads have a negative impact on the marketability of property. Stated that she knows that <br />most developments now install all the utilities and pave all the roads at once; Juniper <br />Woods should be required to at least pave it's roads as part of their first phase of <br />development. <br /> <br />Jean Schlueter - 15010 Juniper Ridge Drive - Inquired why Council is even considering <br />letting Juniper Woods develop with a phased plan as River's Bend and Stanhope River <br />Hills installed all utilities and paved roads at once. After the City went to all the effort to <br />expand the MUSA boundary to include Juniper Woods at the developer's request, the <br />developer should have the money to develop the property all at once like other developers <br />did. The developer of Juniper Woods should give the residents that have been here for 15 <br />years the same consideration that was given by other developments that have happened in <br />the area. <br /> <br />Mayor Reimann stated that the developer of Juniper Woods is following the requirements <br />of City ordinances. <br /> <br />Dick Knutson - Stated that in the 30 months that this proposed plat has been discussed, it <br />was always indicated that it would be a 3 phase development and financing has been <br />aligned on that basis. Mr. Knutson stated that varying from the 3 phase development <br />would require realigning financing and if this is to be the case, he is requesting that City <br />Council table action on the final plat approval for 30 days to allow him sufficient time to <br />review his alternatives. Mr. Knutson inquired as to the Council consensus regarding the <br />final plat with Phase 1 as proposed. <br /> <br />Council consensus was that they would be in favor of the final plat if Phase 1 included <br />temporary paving of that portion of Ute Street included in Phase 2 and the accesses to the <br />plat from Juniper Ridge Drive and Waco Street remaining open. <br /> <br />Mr. Hartley stated that Mr. Knutson would be interested in applying a temporary blacktop <br />surface to the Phase 2 portion of Ute Street and removing it and installing utilities and <br />applying permanent blacktop at a later date. <br /> <br />Mr. Raatikka indicated that if Mr. Knutson is allowed to place a temporary blacktop on Ute <br />Street, he should not be allowed to remove it and install utilities and provide permanent <br />blacktop until Tonto Street is permanently blacktopped. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Cich to table action <br />on the request for final plat approval of Juniper Woods at the request of the developer. <br /> <br />City Council/August 29, 1989 <br /> Page 4 of 8 <br /> <br /> <br />
