CITY COUNCIL <br />PUBLIC HEARING <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Tuesday, August 29, 1989 at the <br />Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota regarding <br />proposed Improvement Project //89-13 (sewer, water, street and storm sewer <br />improvements to Rivlyn Street N.W.). <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember Richard Cich <br />Councilmember Stephen F. DeLuca <br />Councilmember Alan Pearson <br />Councilmember Kenneth Peterson <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />City Engineer Peter Raatikka <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the public hearing to order at 7:06 p.m. <br /> <br />PRESENTATION <br /> <br />Mr. Raatikka stated that it is proposed to assess Improvement Project #89-13 on a unit <br />basis. The proposed project consists of constructing sewer trunk and water main to the <br />area. Following the construction of sewer and water, it is proposed to make improvements <br />to the storm sewer system. The street would be surfaced with blacktop and includes curb <br />and gutter. It is also proposed to build turn arounds on the east and west end of Rivlyn <br />Street. The proposed street section consists of 2 inches of bituminous over 4 inches of <br />Class 5 over an approved subgrade. The street width would be 31 feet. <br /> <br />Mr. Raatikka stated that the total estimated cost of the project is $130,585.00; there are 18 <br />units proposed to be assessed for the project; the estimated per unit cost amortized over a <br />10 year period is $7,254.72; the estimated per unit annual cost is $1,130.29. <br /> <br />Mr. Raatikka stated that in addition to the project costs, there is also a service availability <br />surcharge of $1,322.00 per unit for sewer and water trunks; the estimated per unit cost <br />amortized over a 10 year period is $205.97. In addition, the individuals would have to pay <br />the cost to extend sewer and water services from their property line.
