Mr. Raatikka stated that if this project proceeds, the schedule consists of ordering plans and specifications in late October or early November; approving plans in February and receiving bids in March; beginning construction in April and completing construction in July; assessment hearings being held in August and the first payment due in May of 1991 with the property taxes. CITIZEN INPUT Tim Lehn - 6314 Rivlyn Street - Noted that the street width is to be 31 feet but diagrams indicate 66 feet. Mr. Raatikka replied that the 66 foot figure includes right-of-way. Tim Lehn - Inquired as to the dimensions of the radius of the cul-de-sacs. Mr. Raatikka stated that the radius of cul-de-sacs is typically 60 feet; this project is considering using the right-of-way that exists. Tim Lehn - Inquired as to the purpose of an assessment hearing. Mr. Raatikka stated that the costs presented tonight are estimates; once the final costs are determined, the City will schedule an assessment hearing and notify those proposed to be assessed of the heating date and final project costs. Mr. Raatikka noted that if the bids for the project are not within 10% of the City Engineer's estimate, the project cannot proceed. Jack Newcomb - 6301 Rivlyn Street - Stated that at a preliminary hearing, the residents were assured that they would be provided information on several alternatives for an improvement project which included sewer and water improvements with a Class 5 street and blacktop streets without sewer and water improvements. The residents were also told that based on the information received regarding the various alternatives for improvements, they would have to petition the City Council to take action on the alternative selected. Mr. Hartley confirmed that the City received a petition requesting that a feasibility study be conducted; the petition received did not request doing a improvement project. The bulk of the information requested is available. The procedure to follow now is that a petition must be submitted by those interested in pursuing an improvement project, spelling out exactly what improvements they want. Mr. Hartley noted that if the project does not proceed, the area residents may be assessed for the cost of the study. Ruth Gustafson - 6256 Rivlyn Street - Stated that the signers of the petition had also requested information on extending Rivlyn on the west end of Front Street. Mr. Raatikka stated that extending Rivly on the west end of Front Street was reviewed but it would take condemnation action.
