Resolution #89-09-241 confirming the employment of Building Maintenance <br />Worker. <br /> <br />5. Resolution #89-09-242 approving abatement of a special assessment. <br /> <br />Resolution #89-09-243 designating additional official depository of City funds for <br />calendar year 1989. <br /> <br />Appove agreement with Lord of Life Lutheran Church to use the Ramsey Municipal <br />Center for adult forum meetings. <br /> <br />8. Receive City Attorney's opinion regarding Bison Street N.W. improvement. <br /> <br />Receive copy of letter from Mayor Reimann to Anoka County Highway Department <br />regarding Anoka County Comprehensive Transportation Plan. <br /> <br />10. Authorize payment to Elsie D. Chicoine for easement damages. <br /> <br />11. <br /> <br />Resolution #89-09-244 authorizing David Schulte to assign his conditional use <br />permit to excavate materials on Lots 6 through 10, Block 1, Oakwood Hills, to <br />Jonathan Rambosek. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca and Peterson. <br />Voting No: None. Absent: Councilmembers Cich and Pearson. <br /> <br />CITY COUNCIL BUSINESS <br /> <br />Case #1: Request To Amend Off-Sale Liquor License Ordinance <br /> Boundary: <br /> <br />Mr. Goodrich recalled that at it's last meeting, the City Council was asked to consider <br />amending the off-sale liquor license boundary to include property outside of the City's <br />urban area, specifically the HY-10 Ramsey Addition. At that time, it was suggested that <br />the City consider an amendment to the City's urban area to include all existing commercial <br />properties adjacent to the existing urban boundaries. After further consideration of the <br />process involved in amending the City's urban area boundaries and the limited amount of <br />commercial area currently located outside of the urban boundaries, City Staff has <br />determined that a more reasonable approach would be to consider amending the off-sale <br />liquor license ordinance to allow issuance of licenses in any commercial area of the city. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember DeLuca to introduce <br />Ordinance #89-09-XX, which is an ordinance amending Chapter 130.05, Section <br />130.0511(8) of the City Code. <br /> <br />Further Discussion: Councilmember Deluca noted that his position has been that liquor <br />store activity should be in the sewer and water area. Councilmember Peterson noted that <br />liquor stores are not a high water usage type of business and while he encourages <br />development in the sewer and water area, he does not restrict it from other areas; with <br />regard to fire protection, there are gas stations located in the rural area and they are more of <br />a fire hazard than a liquor store. Mayor Reimann stated that this is a free enterprise and the <br />City can encourage development but not dictate it's location. <br /> <br />City Council/September 12, 1989 <br /> Page 4 of 9 <br /> <br /> <br />
