Absent: Councilmembers Cich and Pearson. <br /> <br />Case #2: Affirmative Action Plan For The City Of Ramsey: <br /> <br />Personnel Coordinator Kay McAloney stated that an Affirmative Action Plan is a set of <br />policies and procedures designed to eliminate barriers of employment opportunities for <br />minorities, women and qualified disabled persons. Minnesota Statutes states that no <br />agency of the State having more than 20 full time employees shall receive a contract in <br />excess of $50,000 unless it has an affirmative action plan approved by the commissioner of <br />human rights. On March 14, 1989, the Commissioner approved the plan submitted by the <br />City of Ramsey. The plan indicates that Ramsey is undemtilizing women and minorities by <br />one each. <br /> <br />Mr. Hartley inquired as to what would be considered an acceptable effort on the part of the <br />employer to fill positions with persons from the protected classes. <br /> <br />Kay McAloney replied that the employer should supply job services working with <br />minorities with job postings. If the minimum standards are set before the job is posted, <br />there is no reason for the employer to take less than what is needed to do the job. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Peterson to adopt <br />Resolution #89-09-245 approving the Affirmative Action Plan for the City of Ramsey. <br /> <br />Motion carded. Absent: Councilmembers Cich and Pearson. <br /> <br />Case #3: Adoption Of Utility Ordinance Setting Fees For Water And <br /> Sewer Utilities: <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember DeLuca to introduce <br />Ordinance #89-X which is an ordinance amending Chapter 210.02 of the City Code which <br />Chapter is entitled "Water and Sewer Utilities". <br /> <br />Motion carded. Voting Yes: Mayor Reimann, Councilmembers DeLuca and Peterson. <br />Voting No: None. Absent: Councilmembers Cich and Pearson. <br /> <br />Case #4: Adoption Of Ordinance Amending Provisions Of The Water <br /> And Sewer Utilities Chapter: <br /> <br />Mr. Otto explained that as a result of the City receiving approval for a MUSA boundary <br />expansion, there were a number of revisions determined to be necessary to the City <br />ordinances regarding municipal sewer and on-site septic systems. This particular ordinance <br />defines when municipal sanitary sewer is determined to be available to properties. Mr. Otto <br />noted that the proposed ordinance has been modified since the preparation of the Council <br />agenda and presented Council with the most recent version of the ordinance. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember DeLuca to adopt <br />Ordinance #89-X which amends Section 210.2 Subdivision 3 of the Ramsey City Code; <br />known as the Water and Sewer Utilities Chapter of the City Code. <br /> <br />City Council/September 12, 1989 <br /> Page 5 of 9 <br /> <br /> <br />
