Further Discussion: Councilmember DeLuca noted that the proposed ordinance requires properties adjacent to utilities to hook-up to those services within 2 years; Council has been conveying to persons that they would not have to hook-up to the services unless they choose to; inquired as to how many properties will be affected by the 2 year hook-up requirement. Mr. Otto replied that at the current time, the only properties affected by the 2 year hook-up requirement are those on the Front Street project. Mr. Hartley noted that there are some properties along the west side of Sunfish Blvd. that could be affected by the 2 year hook-up requirement but the proposed ordinance allows for exemption from that requirement because of physical barrier; the physical barrier in this case would be the County road under which the utilities would have to be bored in order to serve properties on the west side. Councilmembers DeLuca and Peterson withdrew their motion to adopt the ordinance amending Section 210.2 Subdivison 3 of the Ramsey City Code. Motion by Councilemmber DeLuca and seconded by Councilmember Peterson to table adoption of an ordinance to amend Section 210.2 Subdivision 3 of the Ramsey City Code until the following information is made available: 2. 3. 4. 5. Properties abutting sewer lines. Properties that have connected to services. Properties planning to connect to services. Properties that have not connected to the services. Physcial barriers exempting hook-up requirements that would apply and be acceptable to Metro Council. Further Discussion: Mr. Otto noted that the existing ordinance requires connection two services 2 years after they are available; this proposed ordinance is defining when services are considered to be available. Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca and Peterson. Voting No: None. Absent: Councilmembers Cich and Pearson. Case #5: Adoption Of Ordinance Amending Provisions Of The Sewage Disposal System Chapter: Mr. Otto stated that this proposed ordinance will bring the City into compliance with Minnesota Chapter 7080 regarding rapidly permeable soils and mound systems which were adopted in 1988 and 1989. This ordinance amendment amends the requirements for dosing devices for pressure distribution systems, replaces Final Treatment And Disposal - Standard Systems and Alternative systems. Motion by Councilmember Peterson and seconded by Councilmember DeLUca to adopt Ordinance #89-21 which amends the subsection pertaining to on-site treatment systems of Section 150.01 of the Ramsey City Code; known as the Sewage Disposal System Chapter of the City Code.
