Further Discussion: Councilmember DeLuca noted that the proposed ordinance requires <br />properties adjacent to utilities to hook-up to those services within 2 years; Council has been <br />conveying to persons that they would not have to hook-up to the services unless they <br />choose to; inquired as to how many properties will be affected by the 2 year hook-up <br />requirement. Mr. Otto replied that at the current time, the only properties affected by the 2 <br />year hook-up requirement are those on the Front Street project. Mr. Hartley noted that <br />there are some properties along the west side of Sunfish Blvd. that could be affected by the <br />2 year hook-up requirement but the proposed ordinance allows for exemption from that <br />requirement because of physical barrier; the physical barrier in this case would be the <br />County road under which the utilities would have to be bored in order to serve properties <br />on the west side. <br /> <br />Councilmembers DeLuca and Peterson withdrew their motion to adopt the ordinance <br />amending Section 210.2 Subdivison 3 of the Ramsey City Code. <br /> <br />Motion by Councilemmber DeLuca and seconded by Councilmember Peterson to table <br />adoption of an ordinance to amend Section 210.2 Subdivision 3 of the Ramsey City Code <br />until the following information is made available: <br /> <br />2. <br />3. <br />4. <br />5. <br /> <br />Properties abutting sewer lines. <br />Properties that have connected to services. <br />Properties planning to connect to services. <br />Properties that have not connected to the services. <br />Physcial barriers exempting hook-up requirements that would apply and be <br />acceptable to Metro Council. <br /> <br />Further Discussion: Mr. Otto noted that the existing ordinance requires connection two <br />services 2 years after they are available; this proposed ordinance is defining when services <br />are considered to be available. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca and Peterson. <br />Voting No: None. Absent: Councilmembers Cich and Pearson. <br /> <br />Case #5: Adoption Of Ordinance Amending Provisions Of The Sewage <br /> Disposal System Chapter: <br /> <br />Mr. Otto stated that this proposed ordinance will bring the City into compliance with <br />Minnesota Chapter 7080 regarding rapidly permeable soils and mound systems which were <br />adopted in 1988 and 1989. This ordinance amendment amends the requirements for dosing <br />devices for pressure distribution systems, replaces Final Treatment And Disposal - <br />Standard Systems and Alternative systems. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember DeLUca to adopt <br />Ordinance #89-21 which amends the subsection pertaining to on-site treatment systems of <br />Section 150.01 of the Ramsey City Code; known as the Sewage Disposal System Chapter <br />of the City Code. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca and Peterson. <br />Voting No: None.
