Case #6: Adopt Ordinance Establish Building Code Board Of Appeals: <br /> <br />Mr. Hartley stated that this particular ordinance was introduced by City Council on <br />September 5, 1989 and it's purpose is to establish a Board of Appeals which is a <br />fulfillment of the City's responsibility after having adopted the Uniform Building Code. <br /> <br />Discussion ensued regarding board membership and compensation. Mr. Hartley noted that <br />he would like the City Council to consider adopting an ordinance that would uniformly <br />address boards and commission with respect to compensation, composition, appointment <br />procedure, etc. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember DeLuca to adopt <br />Ordinance #89-22 establishing the Ramsey Building Code Appeals Board and to <br />incorporate a section establishing compensation for expenses incurred at $20/meeting. <br /> <br />Motion carded. Voting Yes: Mayor Reimann, Councilmembers DeLuca and Peterson. <br />Voting No: None. Absent: Councilmembers Cich and Pearson. <br /> <br />Case //7: Discuss Purchasing Policy: <br /> <br />Mr. Hartley stated that the current purchasing policy needs to be reviewed with respect to <br />dollar limits on purchase orders and the concept of department heads being responsible for <br />their own operating budgets. <br /> <br />Finance Officer Sandra Ashley stated that the ordinance regarding purchasing policy, the <br />way it is currently written, is inconsistent. The entire ordinance needs to reviewed in light <br />of what is needed for staff to operate and be productive. There should be a way to provide <br />the City Administrator and department heads with a level in comfort in knowing that they <br />are authorized to proceed to make purchases, up to a certain amount, provided it is in the <br />budget. <br /> <br />Discussion ensued regarding the need and purpose for field purchase orders. Sandra <br />Ashley explained that field purchase orders are for minor purchases that can be handled <br />with a minimum of clerical support. The current dollar limit on field purchase orders is $50 <br />and Sandra Ashley recommended increasing that amount to $300. <br /> <br />Sandra Ashley noted that capital outlay purchases, regardless of the amount, should <br />continue to be subject to the current procedure used. <br /> <br />Mayor Reimann directed Mr. Hartley to draft a purchasing policy based on the discussion <br />and present it to City Council for discussion and consideration. <br /> <br />Case #8 Request For Temporary On-Sale Non-Intoxicating Liquor <br /> License; Case Of Ramsey Lions Club: <br /> <br />Mr. Hartley explained that the Ramsey Lions Club is requesting a temporary on-sale non- <br />intoxicating liquor license for their Fall Fest scheduled for September 30 at Rum River <br />Plaza. <br /> <br />City Council/September 12, 1989 <br /> Page 7 of 9 <br /> <br /> <br />
