Mr. Goodrich noted that the City does not have an ordinance in place regulating the <br />issuance of temporary on-sale non-intoxicating liquor licenses but the City does have the <br />authority to issue same per State Statute. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember DeLuca to adopt <br />Resolution #89-09-246 granting a temporary on-sale non-intoxicating liquor license to the <br />Ramsey Lions Club. <br /> <br />Motion carded. Voting Yes: Mayor Reimann, Councilmembers DeLuca and Peterson. <br />Voting No: None. Absent: Councilmembers Cich and Pearson. <br /> <br />Mayor Reimann requested that in the future, the Ramsey Lions Club initiate requests for <br />various permits in ample time to be a planned item on the agenda versus being addressed as <br />an add-on or at special meetings. <br /> <br />Case //9: Request To Waive Per Meeting Charge For City Facilities; <br /> Case Of Boy Scout Troop 362: <br /> <br />Mr. Hartley stated that the City policy, which was adopted by resolution, is to charge <br />organizations a per meeting fee for use of City facilities unless they are a government <br />function. Troop 362 is requesting that the $5/meeting fee be waived. <br /> <br />Councilmember DeLuca stated that he feels the fee should be waived for any public <br />organization that works with the youth and young adults in Ramsey. <br /> <br />The consensus of the City Council was to table action on Troop 362's request to waive the <br />meeting room fee and to direct City Staff to provide the Council with information regarding <br />the City's policy regarding use of City facilities, community sign, athletic fields and <br />minutes relating to the adoption of these policies. <br /> <br />Case #10: Authorization To Amend City Comprehensive Plan: <br /> <br />Mr. Otto stated that as part of the MUSA expansion effort, the City Council adopted <br />resoltuions which set forth the required ordinance revisions and directed staff to revise <br />appropriate sections of the City's comprehensive plan so that zoning ordinances would be <br />consistent with it. Mr. Otto presented a resolution which establishes the costs associated <br />with amending the various components of the comprehensive plan. Mr. Otto proceeded to <br />review the resolution with Council. <br /> <br />Councilmember Peterson noted that the proposed cost for the component amendments is <br />$29,000 and inquired as to why the project was not advertised for bids. <br /> <br />Mr. Hartley noted that when it comes to professional services, the City does not have to <br />advertise for bids. In this particular case, Hakanson Anderson is internally acquainted with <br />Ramsey and their rates are very reasonable and more than competitve. <br /> <br />Councilmember Peterson stated that he has to question a situation where the persons <br />writing a project are the same ones that will benefit from the project. <br /> <br />City Council/September 12, 1989 <br /> Page 8 of 9 <br /> <br /> <br />
