CITY COUNCIL <br />PUBLIC HEARING <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Thursday, September 21, 1989 at <br />the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota <br />regarding the proposed 1990 budget. <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember Alan Pearson <br />Councilmember Stephen F. DeLuca <br />Councilmember Richard Cich <br />Councilmember Kenneth Peterson <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />City Finance Officer Sandra Ashley <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the public hearing to order 7:04 p.m. <br /> <br />PRESENTATION <br /> <br />Mr. Hartley stated that the property tax levied for Ramsey makes up part of the budget, but <br />not all. Minnesota participates with people's income tax dollars to help cities pay for <br />services and products they provide for citizens through homestead credit and local <br />government aid. The change in property tax dollars from last year to this year was 4.42%. <br />The proposed dollar increase for next year is 4.71%; this does not mean property taxes will <br />increase by 4.71%. The city cannot project what this might mean to residents in terms of <br />property taxes because Legislature is in the process of preparing a major change in the <br />property tax system. Approximately 17% of the property taxes goes to the City; the <br />remainder goes to the school district, County and various other districts. The City receives <br />it's operating revenue in the form of taxes (43%); homestead credit and Local Government <br />Aid (39%); licensing and permits (7.5%); court fines (1.3%); interest (3.3%); charges for <br />services (4.5%). The City has been earning about 8% on the money it invests. How the <br />city spends those dollars is broken into two categories -- operating expenditures and capital <br />outlay. Compared to other cities, Ramsey is in good financial shape and has a very low <br />debt ratio. <br /> <br />Mr. Hartley then reviewed the incoming revenue, operating expenditures and capital outlay <br />in temps of dollars. Mr. Hartley reported that the City does have a balanced budget and is <br />not borrowing money to finance it. <br /> <br />CITIZEN INPUT <br /> <br />Robert Steele - 5500 164th Lane - Inquired if property taxes will be increasing. <br /> <br />Ms'. Hartley replied that it is not correct to conclude that the change in tax dollars means an <br />increase in property taxes.
