Case #2: Keep America Beautiful Annual Convention:

Claudia Dodge was present and stated that there is a good possibility the City of Ramsey
will be receiving national recognition at the annual Keep America Beautiful convention in
Washington, D.C. this year. Claudia stated that the Keep America Beautiful Committee is
requesting approval to send 3 persons (1 City Staff and 2 KAB Committee members) to the
convention. The cost is approximately $1200/person for registration, air fare, hotel and
meal s.

Motion by Mayor Reimann and seconded by Councilmember Cich to table action on the
request to send representatives to the National Keep America Beautiful Convention until
October 10, 1989 to allow more time for discussions with City Staff and gathering
additional information.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich
and Peterson. Voting No: None.

Case #3:

Request For Final Plat Approval Of Gobernatz Addition; Case
Of John Gobernatz:

Mr. John Gobernatz was present requesting final plat approval of a minor subdivision to
subdivide two 2.5 acre lots from a 40 acre parcel. The property is located east of St.
Francis Blvd. and south of 177th Avenue N.W.

Motion by Councilmember Peterson and seconded by Councilmember Cich to adopt
Resolution #89-09-262 granting final plat approval to Gobernatz Addition.

Further Discussion: Mr. Gobernatz recalled that 177th is currently misaligned onto his
property versus the right-of-way and the City is intending to leave it in that alignment until
such time as the road is improved. Mr. Gobernatz stated that his attorney is recommending
that he obtain a waiver of liability from the City for any accidents that might occur while the
road is aligned onto his property. Mr. Goodrich suggested that Mr. Gobernatz' attorney
draw up a document for his review.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers Peterson, Cich, DeLuca
and Pearson. Voting No: None.

Mr. Goodrich stated that the City is liable for any negligence for anything in it's right-of-
way and the current alignment of 177th would be considered the City's right-of-way by
user rights.

Case #4: Request For Final Plat Approval Of Northfork 3rd Addition:

Mr. Banwart reported that the proposed plat consists of 19 lots within the Northfork PUD;
the Planning and Zoning Commission and the Park and Recreation Commission are
recommending final plat approval.

Motion by Councilmember DeLuca and seconded by Councilmember Pearson to adopt
Resolution #89-09-263 granting final plat approval to Northfork 3rd Addition.

City Council/September 26, 1989
