Case #6: Adopt Ordinance #89-24 (Summary) Setting Fees For Water
And Sewer Utilities:

Motion by Councilmember DeLuca and seconded by Councilmember Pearson to adopt
Ordinance #89-24 (Summary) setting fees for water and sewer utilities.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich
and Peterson. Voting No: None.

Case g7: Purchase Of Additional Computer Workstations:

Councilmember Cich, David Hartley and Sandra Ashley proceeded to review the computer
system and maintenance costs, the status of converting the Finance Office to the TI1350
Computer System and contract obligations of Computo-Services.

Motion by Councilmember Pearson and seconded by Councilmember DeLuca to adopt
Resolution #89-10-269 authorizing the purchase of five (5) computer workstations from
State Contract C-405(5) with Apple Computer, Inc.

Further Discussion: Councilmember DeLuca explained that the i~_.tent of purchasing 5
additional workstations is to expand the communications network to the existing staff; the
initial computer investment did not include a workstation for each staff person; staff is
accepting the Apple system and getting more efficient as time goes on with respect to work
skills and productivity; the Apple workstations are comparatively priced and fully capable
of handling all of the City's needs with the exception of a workstation designed for
engineering uses. Councilmember Peterson questioned how the City can afford 5
computer workstations; at the recent Budget Committee meetings it was made known that
there was not sufficient revenue to cover all of the budget requests; the various department
heads proceeded to make budget cuts and sacrificed items that were just as valid as the
request for additional workstations. Councilmember Cich inquired if the day is coming
when the TI system will no longer serve the City's needs. Mr. Hartley replied that he
predicts that the next generation of computer systems will be Uninex orientated and all of
the equipment the City has will fit with the future. Councilmember DeLuca noted that the
computer industry changes so rapidly that it is necessary to make system upgrades every
four years with respect to technology. Councilmember Cich noted that the Apple system
was quoted at approximately $100,000; the purchase of the additional workstations will
bring the price of the system to $150,000; a $50,000 cost overrun is too much. Mr.
Hartley noted that the addition of computer workstations is not a cost overrun but a
decision to add features to a system that were not selected at the time of the original
purchase.

Amendment by Councilmember Peterson and seconded by Councilmember Cich to
purchase three (3) versus (5) computer workstations.

Amendment failed: Voting Yes: Councilmembers Peterson and Cich. Voting No: Mayor
Reimann and Councilmembers Pearson and DeLuca.

City Council/October 10, 1989
