Motion by Acting Mayor DeLuca and seconded by Councilmember Peterson to direct City <br />Staff to draft an ordinance confirming maximum cul-de-sac length standards at 600 feet and <br />requiring developers to construct temporary cul-de-sacs to the property boundary, a <br />requirement which can be waived by City Council provided the developer provides an <br />easement from the cul-de-sac to the property boundary for the possible future extension of <br />streets. <br /> <br />Further Discussion: Mark Banwart noted that City Staff is reviewing a number of other <br />issues that may require ordinance amendments and the cul-de-sac amendment may be <br />appropriate to include in that series of ordinance amendments that could be addressed with <br />one public heating. <br /> <br />Motion carded. Voting Yes: Acting Mayor DeLuca, Councilmembers Pearson, Cich and <br />Peterson. Voting No: None. Absent: Mayor Reimann. <br /> <br />Council recessed at 9:13 p.m. <br /> <br />Acting Mayor DeLuca called the meeting back to order at 9:23 p.m. <br /> <br />Case #9: Sale Of Bonds: <br /> <br />Mr. Hartley stated that the City has a number of fairly small projects and two taxable <br />projects that need to be financed in a long term way. With respect to the two taxable <br />projects, the development plan needs to be amended to show the exact numbers that are <br />going to be funded through the sale of bonds. City Staff recommends calling for a public <br />hearing. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Cich to adopt <br />Resolution #89-10-289 calling for a public heating on the modification of the development <br />program for development district no. 1 and modification of the tax increment financing <br />plans for tax increment financing district no. 1 and tax increment financing district no. 4. <br /> <br />Motion carded. Voting Yes: Acting Mayor DeLuca, Councilmembers Pearson, Cich and <br />Peterson. Voting No: None. Absent: Mayor Reimann. <br /> <br />Case #10: Receive Bids For Oakwood Hills Restoration: <br /> <br />Mr. Raatikka stated that improvements to the Oakwood Hills plat are being completed by <br />the City due to the failure of the developer to complete the project. The City will be <br />drawing upon the $10,000 letter of credit to complete the project. Bids were received and <br />the City Staff is recommending receiving the bids and awarding the contract to W.B. <br />Miller, Inc. <br /> <br />City Staff reassured City Council that the developer has been informed of these <br />proceedings every step of the way through written correspondence in addition to telephone <br />calls and he has made no effort to respond. <br /> <br />Acting Mayor DeLuca stated that in situations such as this, the written correspondence <br />should be sent certified mail and even telephone conversations should be documented. <br /> <br />City Council/October 24, 1989 <br /> Page 12 of 16 <br /> <br /> <br />
