Absent: Mayor Reimann. <br /> <br />Case #8: Review Of Cul-De-Sac Length And Street Width Standards Of <br /> Subdivision Ordinances: <br /> <br />Mark Banwart recalled that upon a developer request, the City Council requested that City <br />Staff obtain input from the Planning and Zoning Commission regarding the possibility of <br />reducing street fight-of-way requirements from 66 feet to 60 feet. At the same time, the <br />Planning and Zoning Commission initiated an internal review of cul-de-sac length <br />standards. <br /> <br />The Planning and Zoning Commission and the City Engineer recommend not changing cul- <br />de-sac length standards. <br /> <br />The Planning and Zoning Commission recommends no change to street right-of-way <br />requirements. <br /> <br />The City Staff recommends amending street right-of-way requirements to 60 feet for minor <br />streets in the MUSA area, with minor streets to be determined by the City Engineer. <br /> <br />City Council consensus was that there should be clearly defined criteria for determining <br />'minor' streets. <br /> <br />Mr. Hartley noted that decreasing minor street right-of-way widths to 60 feet might have a <br />negative impact on the possibility of constructing sidewalks in the future, yet 60 foot street <br />right-of-way widths are standard in surrounding communities. <br /> <br />Mr. Raatikka stated that with regards to having sufficient fight-of-way for installation of <br />utilities, 60 feet is adequate because Ramsey's urban area is newly developing and utilities <br />are installed prior to homes; a 60 foot fight-of-way might be a problem if the City were <br />installing utilities in existing neighborhoods. Because Ramsey's water mains are at a <br />shallow depth, making utility repairs within a 60 foot fight-of-way after neighborhoods are <br />developed should not be a problem. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Cich to direct City <br />Staff to draft an ordinance amendment that would reduce minor street fight-of-way <br />standards to 60 feet, include language that will clearly define minor streets, and require <br />utility companies to respect the right-of-way corridors when installing facilities. <br /> <br />Motion carried. Voting Yes: Acting Mayor DeLuca, Councilmembers Pearson, Peterson <br />and Cich. Voting No: None. Absent: Mayor Reimann. <br /> <br />A discussion ensued regarding cul-de-sac length standards.
