Motion by Councilmembcr Pctcrson and seconded by Councilmembcr Pearson to schedule <br />a public hearing for Tuesday, November 14, 1989 at 7:00 p.m. regarding the proposed <br />1990 property tax levy. <br /> <br />Motion carried. Voting Yes: Acting Mayor DeLuca, Councilmembers Cich, Pearson and <br />Peterson. Voting No: None. Absent: Mayor Reimann. <br /> <br />Case #14: <br /> <br />Discussion Regarding Extension Of Contract With Waste <br />Management of Blaine For Curbside Recycling: <br /> <br />Mr. Hartley explained that the SCORE bill requires cities to provide for curbside recycling <br />by October of 1990. In preparing for that recycling effort, City Staff is preparing specs to <br />be used in advertising for bids for curbside recycling. Meanwhile, the one year contract <br />with Waste Management of Blaine for Ramsey's pilot curbside recycling project has <br />expired. City Staff is requesting authorization to extend that contract on a month by month <br />basis in order to continue that part of Ramsey's curbside recycling effort until a city-wide <br />program is in place. <br /> <br />Motion by Councilmember Pearson and seconded by Councilmember Cich authorizing the <br />Mayor and the City Administrator to execute a document that would extend, on a month by <br />month basis, the existing contract with Waste Management of Blaine for curbside recycling <br />services. <br /> <br />Further Discussion: Mr. Hartley stated that Mr. Terry Miller is agreeable to a month by <br />month contract extension. Mr. Banwart reported that the percent of participation in the <br />City's pilot curbside recycling project area is 40%-45%. Mr. Hartley also noted that <br />curbside recycling is difficult to accomplish in rural, sparsely populated areas and City <br />Staff will be exploring alternatives to curbside recycling that will satisfy the intent of the <br />SCORE bill. <br /> <br />Motion carried. Voting Yes: Acting Mayor DeLuca, Councilmembers Pearson, Cich and <br />Peterson. Voting No: None. Absent: Mayor Reimann. <br /> <br />MAYOR AND COUNCIL INPUT <br /> <br />a) Set Date For Joint Park And Recreation Commission And City Council Meeting <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Cich to schedule a <br />joint meeting between the Park and Recreation Commission and the City Council for <br />Thursday, November 9, 1989 at 7:00 p.m. to discuss trails. <br /> <br />Motion carded. Voting Yes: Acting Mayor DeLuca, Councilmembers Peterson, Cich and <br />Pearson. Voting No: None.
