Mr. Goodrich replied that he believes the minimum house size in Ramsey is approximately <br />924 square feet. Mr. Goodrich stated that he is not in a position to comment on the impact <br />to area property values resulting from the development of smaller homes nearby. <br /> <br />Jim Acers - 8600 176th Avenue N.W. - Inquired if the placement of the park in Sorteberg's <br />6th Addition is cast in concrete, noting that the park area as proposed is not readily <br />accessible. <br /> <br />Mr. Goodrich stated that the City Council makes the final decision as to placement of <br />parks. <br /> <br />Mark Banwart explained that the Park and Recreation Commission and the Planning and <br />Zoning Commission reviewed the plat and their recommendation for park placement is <br />based upon the entire area, not just the plat itself. There is an outlot to the northeast of the <br />proposed park area in Sorteberg's 6th that is owned by the City; the Park Commission <br />feels that if the property to the east of Sorteberg's 6th develops in the future, there is the <br />potential to consolidate those park areas into a larger park scheme. <br /> <br />Jim Acers reiterated that there is still an accessibility problem. <br /> <br />Mark Banwart stated that there might not be roads to the park, that the park might consist of <br />a trail system for non-motorized vehicles. <br /> <br />Jim Acers stated that he was of the understanding that the residents voted down a trail <br />system. <br /> <br />Mark Banwart stated that it is hoped that this general area would be served by a trail system <br />that would lead to Central Park. The City did conduct a survey and there was an <br />overwhelming support demonstrated for a trail system. <br /> <br />Jim Acers requested that City Council consider revising the proposed park area in <br />Sorteberg's 6th Addition to a more readily accessible location, i.e., Cty. Rd. #63, Puma <br />and Rabbit Streets. <br /> <br />Jim Acers stated that he has also talked with Allen Sorteberg and he is willing to establish a <br />covenants for Sorteberg's 6th Addition for minimum house sizes, attached garages, <br />subdivision restrictions and sing. le family use. <br /> <br />Councilmember Cich noted that the letter from the Batson's also referred to a junk yard in <br />the southwest corner of what is to be Sorteberg's 6th Addition. <br /> <br />Allen Sorteberg stated that there is an old farmstead on the property; the buildings and <br />debris will be removed. <br /> <br />Gladys Batson stated that she has lived in the area since 1950; the proposed development <br />will de-value her property; she will need fencing between her property and Sorteberg's 6th <br />to keep out trespassers that she is too old to chase away. <br /> <br />Mark Banwart stated that establishing a covenants for the plat is at the discretion of the <br />developer; if one is established, it could be an attachment to the development agreement. <br /> <br />City Council/October 24, 1989 <br /> Page 7 of 16 <br /> <br /> <br />
