Voting No: None. <br /> <br />COUNCIL BUSINESS <br /> <br />Case #1.A: Discussion Regarding Request For An Open Burn Permit; Case <br /> Of F&R Enterprises: <br /> <br />Mr. Goodrich stated that approximately two weeks ago, there was a meeting between City <br />Staff, F&R Staff, PCA and DNR regarding F&R's continued interest in obtaining an open <br />burn permit. Out of that meeting, F&R determined to reapply for an open burn permit. <br />The City of Ramsey does not have the right to issue an open burn permit but can make <br />recommendations to PCA for it's approval of denial. Mr. Goodrich stated that Fire Chief <br />Bruce Hoeke is again recommending that the open burn permit not be approved for reasons <br />sited in his letter of October 25; it would be appropriate for City Council to confirm Mr. <br />Hoeke's recommendation. <br /> <br />Mayor Reimann stated that F&R's application addressed the procedure for burning but did <br />not adequately address how emergency situations would be handled and how the water <br />supply and equipment maintained on site will be kept from freezing. Councilmember <br />DeLuca stated that he is not in favor of an open burn that does not limit the burning to only <br />damaged trees. <br /> <br />Mr. Goodrich noted that DNR has suggested that the amount of material to be burned <br />should be reduced and offered options for material reduction; F&R has been unwilling to <br />make any effort for material reduction. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Pearson to <br />recommend denial of F&R Enterprises' application for an open burn permit based on the <br />City Council discussion of November 8, 1989 and Fire Chief Bruce Hoeke's letter dated <br />October 25, 1989. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Case #1: <br /> <br />Adopt Resolutions Authorizing Sale Of Bonds And Setting Bid <br />Opening Date: <br /> <br />Council temporarily tabled this case in order to hear Mr. Goodrich's comments regarding <br />Case #3 prior to his having to leave the meeting.
