Case #2: Review Settlement Of Grievance (AFSCME): <br /> <br />Council temporarily tabled this case in order to hear Mr. Goodrich's comments regarding <br />Case #3 prior to his having to leave the meeting. Refer to page 5 for further action. <br /> <br />Case #3: Review Code Enforcement Procedures: <br /> <br />With respect to code enforcement, Mr. Goodrich stated that it is inappropriate for City <br />Council to advise the City Attorney as to which cases should be prosecuted and which <br />should not. The decision to prosecute should be made by the City Attorney upon <br />determination of a violation of code. Mr. Goodrich also stated that it would be in City <br />Council's best interest to discuss policy versus specific cases when addressing code <br />enforcement. <br /> <br />Refer to page 5 for further action. <br /> <br />Case #1: <br /> <br />Adopt Resolutions Authorizing Sale Of Bonds And Setting Bid <br />Opening Date: <br /> <br />Mr. Hartley stated that there are a number of public improvements that the City needs to <br />borrow money for in order to finance the projects for the long term; currently, a lot of the <br />projects are financed internally. The first bond issue is for public improvements that are <br />specially assessed; the second issue is for a General Obligation Tax Increment bond for <br />improvements funded by tax increment financing that are still tax exempt; the third bond <br />issue is for tax increment projects that benefit a certain developer and are taxable. <br /> <br />Bob Thistle and Brenda Ka'ueger of Springstead, Inc. were present to review the bond <br />issues and Ramsey's tax increment status in more detail with City Council. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember DeLuca to adopt <br />Resolution #89-11-294 providing for the issuance and sale of $530,000 General Obligation <br />Improvement Bonds. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember DeLuca to adopt <br />Resolution #89-11-295 providing for the issuance and sale of $235,000 General Obligation <br />Tax Increment Bonds. <br /> <br />Motion carried.
