Case #2: Review Settlement Of Grievance (AFSCME): <br /> <br />Mr. Hartley reported that a settlement was reached regarding work out-of-class pay for <br />Greg Talbot and Mark Boos from January 1, 1989 to May 15, 1989; the settlement needs <br />City Council confirmation. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Cich to adopt <br />Resolution //89-11-297 accepting the Personnel Committee's November 6, 1989 <br />recommendations regarding AFSCME grievance filed by Mark Boos and Greg Talbot for <br />work out-of-class pay. <br /> <br />Case #3: Review Code Enforcement Procedures; <br /> <br />Mr. Banwart stated that the City is obligated to provide for some level of code compliance <br />and enforcement and expressed a desire for Council and Staff to reach a point where they <br />concur on the policy and procedure to be used in processing complaints of code violation. <br /> <br />Councilmember Peterson suggested that City Staff provide City Council with a report of <br />those ordinances that are vague and difficult to enforce and that an effort be made to involve <br />local businesses in the drafting of ordinance amendments that may be necessary. <br /> <br />City Council determined that City Staff should draft a code enforcement policy for adoption. <br />That policy should include the following considerations: City Staff making personal <br />contact with the property owner to resolve the violation prior to initiating any <br />correspondence; if the problem is not resolved through verbal contact, proceed to <br />correspndence stage with initial letters having a softer approach to the situation; if that fails, <br />set some deadlines for compliance; if that too fails, initiate formal complaint process. <br /> <br />In the discussion that followed, City Council was of the opinion that code enforcement <br />should be pursued as a reaction to a complaint. Mr. Banwart noted that pursuing code <br />enforcement on a reaction basis could result in pockets of deterioration developing in the <br />City. Councilmember DeLuca suggested that a possibility raight be for the City to establish <br />zones indicating the level of code enforcement that will be achieved in those various zones. <br />City Council also indicated that when requiring compliance with codes, City Staff should <br />approach the property owner from a standpoint of requesting cooperation with City Codes <br />that are supported by City Council. City Council was also of the opinion that code <br />enforcement issues should be prioritized on the basis of health and safety aspects. <br /> <br />Councilmember Cich requested that City Staff provide information regarding the required <br />record retention schedule for complaints. <br /> <br />Council also determined that the Keep America Beautiful Program and the Ramsey <br />Resident Newsletter should be used as vehicles to encourage busineses and residents to <br />clean up the area. It was noted that all Ramsey businesses with other than Ramsey mailing <br />addresses should be added to the special mailing list for the Ramsey Resident. <br /> <br />MAYOR AND COUNCIL INPUT <br /> <br />a) Status of improvements to Hwy. 4/47 <br /> <br />Mayor Reimann noted receiving a letter from Mn/DOT in which they indicate their plans to <br />resurface Hwy.//47. <br /> <br />City Council/November 8, 1989 <br /> Page 5 of 6 <br /> <br /> <br />
