Case #4: <br /> <br />Review Resolution Approving Policy Governing Appointments <br />To Boards And Commissions In The City Of Ramsey: <br /> <br />Mr. Hartley reported that per the Council's request of July 11, 1989, the City's boards and <br />commissions have provided input on the issue of dual board/commission membership. <br />The City Council reviewed that input. <br /> <br />Mr. Hartley then proceeded to review the proposed resolution establishing a policy <br />governing appointments to boards and commissions. <br /> <br />Acting Mayor DeLuca noted his concern with the opposition expressed by the Planning and <br />Zoning Commission to Item #2 of the proposed resolution. Acting Mayor DeLuca noted <br />that the intent of Item #2 was not to eliminate dual membership but focus on the intent to <br />get as many people involved in city government as possible with dual membership still <br />being an option. <br /> <br />Councilmember Cich noted that history has shown that the poor response to ads for <br />boards/commission vacancies sometimes forces the city into dual membership and as <br />Commissioner Hendriksen has noted, dual membership brings continuity to the arms of <br />government. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Cich to adopt <br />Resolution #89-11-302 approving a policy governing appointments to boards and <br />commissions in the City of Ramsey with said resolution to be amended by the deletion of <br />Item #2. <br /> <br />Motion carried. Voting Yes: Acting Mayor DeLuca, Councilmembers Peterson, Cich and <br />Pearson. Voting No: None. Absent: Mayor Reimann. <br /> <br />Case #5: <br /> <br />Collectible 1990 Property Tax Levy And 1990 General Fund <br />Budget: <br /> <br />Finance Officer Sandra Ashley recalled that on September 26, 1989, the proposed property <br />tax levy was adopted and a balanced budget for 1990 City operations was approved. Since <br />then, the City was notified that legislation from the 1989 Special Session resulted in a <br />reduction to the City of Ramsey's Local Government Aid in the amount of $209,356. At <br />the same time, the City's levy limit was increased by $152,847. This resulted in a net <br />decrease in General fund Budgeted Revenue in the amount of $56,509. In anticipation of <br />the change in the tax law, the Adopted 1990 Budget included an expenditure reserve in the <br />amount of $56,509. Due to this, the decrease in revenue can be offset by a decrease in <br />expenditures and the resulting budget will still be a viable plan for general government <br />operations in 1990. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Cich to adopt <br />Resolution #89-11-303 approving the assessed 1989, collectible 1990 current ad valorum <br />property tax levy. <br /> <br />Motion carried. Voting Yes: Acting Mayor DeLuca, Councilmembers Peterson, Cich and <br />Pearson. Voting No: None.
