Voting No: None. <br /> <br />Case #8: <br /> <br />Adopt Resolution Accepting City <br />C of River's Bend Addition And <br />Addition: <br /> <br />Ownership Of Outlots B And <br />Outlot A of Autumn Heights <br /> <br />Mark Banwart stated that City Staff has identified parcels that should be considered for <br />inclusion in the City's inventory of properties. The development agreement for River's <br />Bend provides for the transfer of Outlots B and C to the City of Ramsey. Outlot A in <br />Autumn Heights is not a buildable lot and bordered on three sides by parkland; the owner <br />desires to donate it to the City. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Peterson to adopt <br />Resolution #89-11-323 accepting City ownership of Ouflots B and C, River's Bend <br />Addition and Outlot A, Autumn Heights Addition. <br /> <br />Motion carried. Voting No: None. <br /> <br />Case g9: City Of Ramsey's Snowplowing And Sanding Policy: <br /> <br />Insurance companies are recommending cities adopt a written policy governing <br />snowplowing and sanding. <br /> <br />Motion by Councilmember Pearson and seconded by Councilmember Cich to adopt <br />policies, as presented, regarding snowplowing and sanding of City streets. <br /> <br />Motion carried. Voting No: None. <br /> <br />Case #10: Discuss Street Maintenance Assessment Policy: <br /> <br />Mr. Raatikka stated that as the city grows older, so do the streets. There are areas where <br />streets are beginning to deteriorate and becoming a high cost maintenance problem. The <br />problem with reconstructing streets is financing. It is difficult to assess the benefiting <br />property owners 100% of the reconstruction costs when the Charter allows people to <br />petition against projects. Mr. Raatikka presented a report indicating how other <br />communities finance street reconstruction projects. Mr. Raatikka stated that the Road and <br />Bridge Committee met on November 10 and recommended that the City change it's policy <br />of 100% assessment to 50% assessment and 50% City cost. <br /> <br />Mr. Hartley stated that in 1992, it is proposed by Legislature that levy limits be lifted from <br />local jurisdictions.
