CITIZEN INPUT <br /> <br />Bev Bilben - 6216 Rivlyn Avenue N.W. - Inquired if the City would consider adding the <br />installation of street lights to the proposed project and if so, would there be an additional <br />cost added to the project. <br /> <br />Mr. Raatikka stated that City Council is considering adopting a street light policy in 1990. <br />The estimated cost of a street light is $400 installed; operation and maintenance is <br />approximately $11/month per light. The policy proposed to be adopted in 1990 is <br />considering charging the operation and maintenance of street lights back to the benefitting <br />property owners on a quarterly basis. <br /> <br />Merle Anderson - 6224 Rivlyn Avenue N.W. - Stated that he strongly supports the <br />proposed project and signed the petition requesting that the City proceed with the project. <br />Merle stated that he also supports the idea of adding installation of street lights to the <br />project. <br /> <br />Keith Kiefer - 6203 Rivlyn Avenue N.W. - Inquired as to why Grosslein Beverages is not <br />included in the number of units to be assessed for the project. <br /> <br />Mr. Raatikka stated that Grosslein's was assessed approximately $20,000 for the storm <br />sewer trunk project last year and now Project #89-13 is tapping into that trunk at a <br />relatively small cost; the finn does not need sewer and water and Project #89-13 would be <br />of no benefit to Grosslein. <br /> <br />Keith Kiefer - Inquired as to the 5% overhead added to the project cost. <br /> <br />Mr. Hartley stated that the 5% overhead covers the City's cost to administrate and finance <br />the project. <br /> <br />Keith Keifer - Inquired if the Service Availability Surcharge is a separate charge or included <br />in the assessment and if it is a separate charge, when is it collected? <br /> <br />Mr. Raatikka replied that the Service Availability Surcharge is a separate charge that is <br />collected through user fees over a 10 year period and above and beyond the sewer bill. The <br />Service Availability Surcharge is charged at the time of actual hookup when the permit is <br />purchased; the permit is $125 for water, including the meter; there is no charge for sewer <br />hookup. <br /> <br />Keith Keifer - Stated that he has researched and the estimated cost for street construction is <br />about $1%000 too high. <br /> <br />Mr. Raatikka stated that the costs in the feasibility study are estimates; the benefitting <br />property owners will be assessed whatever the actual cost is based on the bids. In <br />addition, if bids come in at more than 10% above estimate, the project must cease. To <br />initiate the project again would require another petition from the residents. <br /> <br />Keith Keifer - Stated that the feasibility report indicates there will be fire hydrants but it <br />does not say how many nor their locations. <br /> <br />City Council Public Hearing/December 12, 1989 <br /> Page 2 of 3 <br /> <br /> <br />
