CITY COUNCIL <br />PUBLIC HEARING <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public heating on Tuesday, December 12, 1989 at <br />the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota <br />regarding Improvement Project #89° 13 (water, sanitary sewer and bituminous surfacing of <br />Rivlyn Avenue N.W.). <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember Kenneth Peterson <br />Councilmember Alan Pearson <br /> <br />Also Present: <br /> <br />City Administrator Hartley (arrived 7:15 p.m.) <br />City Engineer Peter Raatikka <br />City Attorney William Goodrich <br /> <br />Members Absent: <br /> <br />Councilmember Richard Cich <br />Councilmember Stephen F. DeLuca <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the public hearing to order at 7:08 p.m. <br /> <br />PRESENTATION <br /> <br />Mr. Raatikka stated that since Council's last meeting on August 29, 1989, regarding <br />proposed Improvement Project #89-13, the City has received a petition from residents in <br />the area requesting that the City proceed with the project. The purpose of this public <br />hearing is to again review the proposed improvements and estimated costs. The project <br />includes providing sanitary sewer and municipal water service to Rivlyn Avenue and <br />reconstruction of Rivlyn Avenue with concrete curb and gutter and turn-arounds at both <br />ends of the street. The street section would be 31 feet from curb to curb and include 4 <br />inches of Class 5 and 2 inches of bituminous. The street would be the equivalent of a 7 ton <br />street. The anticipated life of the street is 20 years with minimal maintenance. There are a <br />total of 18 units affected. The estimated total cost for the project is $130,585.00. <br />Assessed over 18 units, the per unit cost is estimated at $7,254.72, or an annual cost of <br />$1,130.29/unit. There would also be a Service Availability Surcharge for sewer which is <br />currently at $410 and for water which is currently at $912. These surcharges are proposed <br />to increase by 2.5% effective January 1, 1990. There is also a Service Availability Charge <br />collected by MWCC that will be $600 effective January 1, 1990. The project schedule <br />consists of ordering plans 60 days from the date of the public hearing, approving plans on <br />March, receiving bids and awarding contract in April, construction beginning in May, <br />construction completion in July, assessment hearings in August and payments due in May <br />of 1991 with real estate taxes. <br /> <br />City Council Public Hearing/December 12, 1989 <br /> Page 1 of 3 <br /> <br /> <br />
