Case #14: Request For Preliminary Concept Approval For Carr Planned <br /> Unit Development; Case Of Mr. Irv Carr: <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Pearson approve the <br />preliminary concept of Carr Addition (PUD) as per the City Landscape Architect's review <br />of November 2, 1989; the City Engineer's review dated October 31, 1989; the Park and <br />Recreation Commission's review of November 9, 1989; re-review by the Ramsey Planning <br />and Zoning Commission prior to final plat approval; the PUD being subject to any new <br />recommendations from the Planning and Zoning Commission approved by City Council; <br />directing City Staff to begin the appropriate Environmental Reviews; the PUD being subject <br />to any requirements resulting from the Environmental Reviews; and accesses to and from <br />the plat being resolved. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Case #10: <br /> <br />Request To Rezone The Proposed Plat Of Rum River Bluff <br />From R-1 Rural Residential To Planned Unit Development; <br />Case Of Jack Miller, Juniper Ridge Partnership: <br /> <br />Mark Banwart stated that the proposed PUD consists of 68 acres to be subdivided into 20 <br />lots. <br /> <br />Mr. Otto stated that the 20% PUD requirement is being considered 10% park dedication <br />and 10% open space dedication. The Park and Recreation Commission is recommending <br />acquisition of a 20 foot strip along the northern boundary of the plat only for park <br />dedication and not accepting 8 acres of the island; the 20 foot strip does not meet the 10% <br />park dedication requirement and therefore the Park Commission is recommending requiring <br />cash to satisfy the remainder of the 10% park dedication requirement. <br /> <br />Greg Frank, engineer representing Jack Miller, was present and stated that the Park <br />Commission also does not desire to have the property below the bluff line count towards <br />park dedication; if that is the case, the developer is requesting retaining ownership of land <br />below the bluff line and creating property elsewhere to be dedicated to open space. <br /> <br />Dorothy Stadfelt - 15111 Juniper Ridge Drive - Inquired if the amount of acreage involved <br />in the plat (60 or 68 acres) has to be determined prior to adopting the findings of fact. <br /> <br />Greg Frank stated that the 68 acre figure includes the 8 acre outlot on the island and that is <br />being eliminated from the plat. <br /> <br />Councilmember DeLuca inquired as to how the elimination of the 8 acres affects the <br />proposed density of the plat. <br /> <br />Greg Frank stated that 20 units in 60 acres averages to a density of one unit per 3 acres. <br /> <br />Motion by Councilmember Pearson and seconded by Councilmember DeLuca to adopt <br />Findings of Fact #0269 with Item #4 being amended to indicate a plat acreage of 60 acres. <br /> <br />City Council/December 19, 1989 <br /> Page 12 of 22 <br /> <br /> <br />
