Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich
and Peterson. Voting No: None.

Motion by Councilmember DeLuca and seconded by Councilmember Pearson to introduce
Ordinance #89-X rezoning the proposed plat of Rum River Bluff from R-1 Rural
Residential to Planned Unit Development.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich
and Peterson. Voting No: None.

Case #16:

Request For Preliminary Concept/Plat Approval Of Rum River
Bluff Planned Unit Development; Case Of Jack Miller:

Mr. Goodrich noted that if Council gives preliminary concept approval to Rum River Bluff,
it will not be agreeing or disagreeing with the applicant's request regarding park dedication.
Park dedication will be resolved in the final plat approval process.

Motion by Councilmember Pearson and seconded by Councilmember Peterson to approve
the preliminary concept/plat of Rum River Bluff PUD as per the City Landscape Architect's
review dated December 4, 1989; the City Engineer's review dated December 5, 1989; Park
and Recreation Commission's review dated December 14, 1989; an additional review by
the Planning and Zoning Commission prior to final plat approval; and the PUD being
subject to any new recommendations by the Planning and Zoning Commission approved
by City Council.

Further Discussion: Dorothy Stadfelt inquired if the plat will still meet the 20% open space
dedication with the elimination of the island outlot. Greg Frank indicated that the plat will
meet the 20% open space requirement. Dorothy Stadfelt stated that the City Engineer's
review supports the concern of neighbors regarding the buildability of the lots with respect
to adequate soils for on-site septic systems. Dorothy Stadfelt also noted that residents of
Stanhope Terrace are concerned that the development of one acre lots adjacent to their 2.5
acre lots will decrease the value of their $250,000 homes. Dorothy Stadfelt also indicated
that she does not object to Juniper Ridge being developed as a through street as long as all
of the lots in Rum River Bluff can meet the requirements for on-site septic systems. Mark
Banwart stated that meeting the requirements of on-site septic systems is one of the intents
reaffirmed in Council's adoption of a resolution earlier this evening regarding PUDs in
rural areas.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich
and Peterson. Voting No: None.

City Council/December 19, 1989
