Case #22: Mississippi Trail Corridor Update And Review Of Alternative <br /> Alignments: <br /> <br />Mr. Otto stated that per City Council's latest discussion on November 14, 1989, the <br />proposed trail alignment was revised to show a northern limit for alternative alignments <br />through the area west of Alpaca Estates and submitted to Anoka County and Metro Council <br />for comment. Anoka County indicated that the proposal is acceptable but Metro Council <br />was negative to the idea of trail alignment flexibility with a northern limit west of Alpaca <br />Estates and the proposed trail alignment west of the wayside rest. Metro Council did <br />indicate that flexibility west of Alpaca Estates would be acceptable if the trail alignment <br />west of the wayside rest was pulled away from the Hwy. #10 corridor. Mr. Otto stated <br />that based on Metro Council's comments, the proposed trail alignment has been revised to <br />maintain flexibility to develop the trail south of a specified boundary that is farther away <br />from the Hwy. #10 corridor. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember DeLuca to approve <br />the proposed Mississippi River Trail Corridor map. <br /> <br />Further Discussion: Councilmember DeLuca noted that Metro Council's letter does not <br />indicate that they would be agreeable to maintain alignment flexibility as long as that <br />alignment is further away from the Hwy. #10 corridor than originally proposed and <br />Ramsey's newest proposed could also be voted down by Metro Council. Councilmember <br />DeLuca noted that Ramsey's major defense of it's current proposal is that a fiver experience <br />could not be obtained anyway in Metro Council's desired alignment location. <br /> <br />Motion carried. Voting Yes: Mayor Reimann and Councilmembers Peterson and DeLuca. <br />Voting No: Councilmember Cich. Abstain: Councilmember Pearson. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Peterson to introduce <br />the ordinance amendment for the proposed Mississippi River Trail Corridor map pursuant <br />to recommendations offered by the Anoka County Department of Park and Recreation and <br />Metropolitan Council. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Peterson and DeLuca. <br />Voting No: Councilmember Cich. Abstain: CouncilmemberPearson. <br /> <br />Mr. Otto stated that he will submit the introduced ordinance to Metro Council for review <br />prior to formal adoption by the City to alleviate Council's concern regarding whether or not <br />Metro Council will find it acceptable. <br /> <br />Case #23: Implementation Of "4 In 40 Zoning": <br /> <br />Mr. Otto reviewed with the City Council the proposed ordinance to amend the <br />Comprehensive Plan to implement 4 in 40 density zoning. <br /> <br />City Council/December 19, 1989 <br /> Page 20 of 22 <br /> <br /> <br />
