A lengthy discussion ensued regarding the City being limited to 500 RECs from January 1, <br />1989 until the Anoka Waste water Treatment Plan is phased out and the need to consider <br />taking steps to assure that both residential and commercial/industrial land uses have access <br />to the limited number of RECs. Mr. Otto was directed to review and report on the number <br />of RECs that have been used and the number to come on line in the next 2 years; this <br />information would then be used in determining distribution of remaining RECs and if <br />necessary, as support documentation for requesting an increase of RECs. <br /> <br />Council reviewed that portion of the amended comprehensive plan which proposes to not <br />require all roads to be paved within the Rural Service Area and the Urban Reserve Area. <br />The consensus of the Council was to require paved roads in all areas of the City. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Pearson to approve <br />the proposed amendment to the City's Comprehensive Plan. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Motion by Councilmember Pearson and seconded by Councilmember DeLuca to adopt <br />Ordinance #89-33 amending Chapter 170.0 of the Zoning Ordinance regarding 4 in 40 <br />density. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson and <br />Peterson. Voting No: Councilmember Cich. <br /> <br />Case #24: Authorize Right-Of-Way Acquisition And Order Plans And <br /> Specifications For 153rd Avenue N.W. (C.S.A.H. No. 5 To <br /> Ramsey Blvd.): <br /> <br />Mr. Otto reported that right-of-way plans for 153rd Avenue N.W. between C.S.A.H. No. <br />5 and Ramsey Blvd. N.W. have been submitted to and approved by Mn/DOT. <br /> <br />Douglas Fountain - 15255 Garnet Street N.W. - Indicated that he has previously stated his <br />opposition to the selected alignment for 153rd because he doesn't believe it serves the best <br />interest of the City or the residents. Douglas Fountain then inquired if anybody could <br />provide him with information regarding how much of his property would be acquired for <br />the extension of 153rd Avenue and how the cost figures for acquisition were arrived at. <br /> <br />Mr. Goodrich stated that the intent of the resolution proposed this evening is to establish <br />the amount of square footage to be acquired and initiate land appraisals. <br /> <br />Mr. Hartley noted that the drawings submitted to Mn/DOT indicate within feet how much <br />property needs to be acquired from various parcels. <br /> <br />Douglas Fountain - Stated that he does not recall the City conducting official public <br />hearings on the alternative alignments for 153rd, only informational meetings. <br /> <br />City Council/December 19, 1989 <br /> Page 21 of 22 <br /> <br /> <br />
