Request for Concept Review of Planned Unit Development Plan; <br />Ca~¢ of Mr. Art Raudio <br /> <br />Mr. Raudio was present and discussed his concept for combining home occupations <br />and residential uses on the property south of 149th Avenue N.W. and west of <br />Ramsey Boulevard. Mr. Raudio's proposal would face the homes on 149th Avenue <br />and businesses would be required to be on the back half of these lots. Mr. <br />Raudio commented that the development would be done as a planned unit <br />development to ensure that the development is properly maintained. <br /> <br />Commissioner Zimmerman commented that he is in favor of Mr. Raudio's idea; that <br />type of development would be a buffer between the residential and industrial <br />areas. <br /> <br />Chairman Peterson noted that residents on the north side of 149th Avenue may <br />have concerns with increased traffic from the development. Commissioner <br />Zimmerman stated that strict covenants would restrict access and uses. In <br />addition, there would probably be no industrial access allowed from 149th <br />Avenue N.W. as the road is not constructed for such use. <br /> <br />Mr. Raudio inquired as to the plans for the airport. The Commission commented <br />that they should meet with the City Council to discuss that matter. <br /> <br />The Commission noted that Mr. Raudio's concept was good as long as the <br />development is a planned unit development with strict covenants governing <br />appearances, access, uses, etc. <br /> <br />Case #5: Discussion Re~arding Density Resolution <br /> <br />Ms. Norris explained the City's existing density policy and Metropolitan <br />Council's dissatisfaction with it. The Metropolitan Council has suggested that <br />the City rework the policy to use the existing densities and not borrow from <br />undeveloped properties and undevelopable areas. <br /> <br />The Commission commented that they are in favor of keeping the existing policy. <br />If Metropolitan Council wants the City to amend its density policy, a <br />representative from the Council should come out to discuss their concerns with <br />the Commission, City Council and other Commissions. <br /> <br />Case #6: Reappoint Commissioners Deemer and Howgll <br /> <br />Motion by Chairman Peterson and seconded by Commissioner Zimmerman to recommend <br />the reappointment of Ben Deemer and Jim Howell to the Planning and Zoning <br />Commission for a term to expire December 31, 1990. <br /> <br />Motion carried. Voting Yes: Chairman Peterson, Commissioner Shumway, <br />Zimmerman, Deemer, Howell, Hendriksen, and LaDue. Voting No: None. Absent: <br />None. <br /> <br />Case #7: Discussion Re~ardin~ Certified Site <br /> <br />The Commission discussed whether the City should require certified site plans <br />for commercial and industrial proposals and determined that it is not an <br />extraordinary requirement for commercial/industrial properties. <br /> <br />Planning & Zoning/December 2, 1986 <br /> <br />Page 4 of 7 <br /> <br /> <br />
