Mr. Peter Chalich was present and reviewed his plans to construct a pole
building for truck storage located at 8049 146th Avenue N.W.

Commissioners Zimmerman and Deemer noted their concerns regarding the facades
of the south and east sides of the building. Mr. Chalich stated that he would
be willing to install brick on part of the building as recommended by the
Planning Commission.

Motion by Commissioner Hendriksen and seconded by Commissioner Deemer to
recommend approval of Mr. Chalich's request for site plan review to construct a
truck storage facility at 8049 146th Avenue N.W. contingent upon Mr. Chalich
constructing a brick facade on the east and south sides of the building.

Motion carried. Voting yes: Chairman Peterson, Commissioners LaDue,
Hendriksen, Deemer, Zimmerman and Shumway. Voting no: None. Absent:
Commissioner Howell.

Case #4: DiscussiOn Re~arding Certificates of Lot Survey

Commissioner Hendriksen stated that he requested that this item be discussed as
he feels that the requirement of a certificate of lot survey is unreasonable
and creates unreasonable costs to residents. He also stated that he agreed
with the Building Official's memo dated October 7, 1986; the City should rely
on the Building Official's judgment.

Commissioner Deemer stated that he thinks the Planning Commission or City
Council should be the ones with the authority to waive that requirement, not
City staff.

The Commission discussed whether the Building Official should have the right to
determine when certificates of lot survey are necessary.

Motion by Commissioner Hendriksen and seconded by Commissioner Shumway to allow
the Building Official the latitude requested in his memo dated October 7, 1986
to determine when certificates of lot survey are necessary.

Further discussion: Commissioner Shumway noted that the Building Official
should know his duties and responsibilities. Commissioner Hendriksen stated
that the Building Official is requesting more authority to do his job; the
Commission needs to give him the authority he needs to do his job.

Motion failed. Voting yes: Commissioners LaDue, Shumway and Hendriksen.
Voting no: Chairman Peterson, Commissioners Deemer and Zimmerman. Absent:
Commissioner Howell.

Commissioner Deemer stated that would vote in favor if the motion were modified
to allow the Building Official latitude for additions and storage buildings but
not for principal structures.

COMM.,I~SION INPUT

None.

October 21, 1986 P & Z Meeting

-3 -
