The Commission discussed whether they should allow the conditional use permit <br />on the entire forty acre parcel or just the westerly 4-1/2 acres as proposed by <br />Mr. Wirz. The Commission also discussed whether the property should be <br />rezoned; the Commission noted that the City has more control with a conditional <br />use permit. A rezoning of that property would have greater potential impacts <br />to the neighbors than a conditional use permit. <br /> <br />The Commission noted that Finding #3 should be amended to reflect only the west <br />4-1/2 acres of Mr. Wirz' property. <br /> <br />The Commission amended Finding #9 to read as follows: <br /> <br />9. That there are other similar permitted conditional uses in the area. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner LaDue to adopt <br />Findings of Fact #0148 (Please refer to Findings of Fact file) relating to Mr. <br />Wirz' request for a conditional use permit to operate a nursery and retail <br />sales in the R-IR Residential district. <br /> <br />Motion carried. Voting yes: Chairman Peterson, Commissioners Deemer, <br />Zimmerman, Howell, Hendriksen and LaDue. Voting no: None. Absent: <br />Commissioner Shumway. <br /> <br />The Commission discussed requiring retail sales to be confined to ony 800 <br />square feet of the building, that Mr. Wirz only be allowed to sell nursery and <br />landscaping products, and that Mr. Wirz provide screening for any outside <br />storage of materials other than trees or shrubs. Commissioner Howell noted <br />that he would like to see a site plan before recommending approval of Mr. Wirz' <br />request. Chairman Peterson suggested that Mr. Wirz provide a list of materials <br />to be stored outside, show where the materials to be stored and where and what <br />screening of these materials would be. The Commission agreed that they had no <br />problems with Mr. Wirz' request; and asked Mr. Wirz about his hours of <br />operation and whether he planned to surface the entrance and parking area. Mr. <br />Wirz replied that he hoped to operate 7 days a week, from 8:00 a.m. to 8:00 <br />p.m. Mr. Wirz also stated that he would eventually surface his driveway and <br />parking area. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Howell to table <br />making a recommendation on Mr. Wirz' request to the November meeting pending <br />additional information from Mr. Wirz regarding outside storage as requested. <br /> <br />Motion carried. Voting yes: Chairman Peterson, Commissioners Deemer, <br />Zimmerman, Howell, Hendriksen and LaDue. Voting no: None.
