Commissioner Deemer stated that if the plan to locate in Ramsey includes <br />purchase of property, no changes to the property or building and an allowed use <br />for that zone, no special process must be gone through. If the use is not <br />allowed for that zone, a conditional use permit is necessary; this process <br />includes coming before P&Z for a recommendation and City Council for final <br />approval. If the existing structure on the property is to be remodelled, the <br />owner must provide a site plan and comply with current ordinances. If there is <br />no building the property, the owner must begin at the very beginning of the <br />process, the site plan. <br /> <br />Commissioner Ippel stated that the PZ/EDC subcommittee have reviewed the <br />ordinances in detail; the ordinance are adequate but enforcement needs to be <br />addressed. <br /> <br />Commissioner Deemer stated that the idea of establishing performance standards <br />rather than zoning; allowable uses for each zone would not have to be itemized; <br />allowable uses would be determined by the level of services and amenities that <br />are in an area. <br /> <br />Commissioner Fults stated that there seems to be an image of Ramsey taking an <br />excessive amount of time to be able to begin to build in Ramsey; even <br />development that is an allowable use and complies with all ordinance <br />requirements. Why does it take so long to get a site plan through the process <br />in Ramsey? Developers should be provided with a concise summary of what is <br />required and that compliance means automatic approval. <br /> <br />Commissioner Deemer stated that if the site plan does not require any variances <br />and the proposed use is an allowable one, the process does not require a public <br />hearing and approval should happen within 3 weeks (time frame between P&Z <br />meeting date and Council meeting date). <br /> <br />Commissioner Zimmerman stated that the purpose of the site plan is not to slow <br />down development; it is to protect the neighboring property's investment, i.e. <br />tin buildings being constructed next to buildings with more aesthetic <br />appearance. <br /> <br />Commissioner Ippel stated that performance standards will simplify things and <br />accomplish the same intent. <br /> <br />Commissioner Vevea stated that there are a lot of businesses in Ramsey that <br />operate from tin buildings and contribute a lot to Ramsey's tax base; now <br />people on committees are trying to adopt programs that make it difficult for <br />new business to come into Ramsey. <br /> <br />Chairman Greenberg stated that the concern is for development along Hwy. #I0. <br /> <br />Commissioner Deemer stated that the City is looking not to have tin building <br />businesses front on major thoroughfares. <br /> <br />Chairman Greenberg created a scenario of the following mix of businesses <br />wanting to locate on Hwy. #10: used car sales lot utilizing existing home and <br />garage as office and shop space; heavy equipment repair and dealership; office <br />building; storage facility; motel; restaurant; trucking terminal. <br /> September 22, 1986 <br /> <br />Page 2 of 5 <br /> <br /> <br />
