Commissioner Deemer replied that the office building, motel and restaurant <br />would be new construction and would have to proceed through the site plan <br />process; the use would be allowed because it is a business district. There is <br />also a strip of industrial property on Hwy. #10 that would accomodate the heavy <br />equipment dealership/repair business. <br /> <br />Mr. Art Raudio was present and stated that even though he hasn't had any <br />problems, the word is that it doesn't happen that easily in Ramsey. <br /> <br />Commissioner Ippel stated that improving Ramsey's image will tie in with the <br />Star City Program now being pursued. <br /> <br />Commissioner Zimmerman noted that Ramsey's ordinances are based on what <br />surrounding cities are doing; don't understand how it can be said that Ramsey <br />is not willing to deal. Is it possible for the City to hire someone to walk <br />developers through Ramsey's process? <br /> <br />Commissioner Ippel replied that EDC has requested Council opinion of using <br />landfil funds for economic development purposes; such a person would fall under <br />into economic development category. <br /> <br />Commissioner Zimmerman stated that he feels EDC should pursue the hiring of <br />such a person more vigorously. <br /> <br />Commissioner DeLuca inquired how existing businesses would be dealt with if <br />performance standards were established. <br /> <br />Commissioner Deemer replied that Council would have the option to adopt a <br />sunset ordinance that would require existing businesses to conform and upgrade <br />their standards within a certain time frame. <br /> <br />Discussion Of Development Controls In .Th~..City; <br /> <br />Ms. Norris stated that the EDC/P&Z subcommittee reviewed these standards <br />thoroughly; their consensus was the controls are in place but stricter <br />enforcement is needed. <br /> <br />Discussion Regardin_~ Home Occupations: <br /> <br />Chairman Greenberg stated that two options for accomodating home occupation <br />type business would be an incubator project or zoning a residential area for <br />persons wishing to carry on home occupations. <br /> <br />Commissioner Vevea stated that there are a lot of businesses that could benefit <br />the City in the future but are not even ready to move into an incubator <br />facility. Commissioner Vevea noted that his business got it's start in his <br />garage. <br /> <br />Commissioner Deemer stated that a majority of P&Z feels that if there is no <br />exterior evidence of the business, it doesn't require a conditional use permit. <br />If there is exterior evidence or if it requires people coming to the home, it <br />should require a permit. <br /> September 22, 1986 <br /> <br />Page 3 of 5 <br /> <br /> <br />
