Ms. Norris stated that the Park and Recreation Commission would like a river <br />lot to fulfill the park dedication requirement; that Commission has not viewed <br />the property; the developers are willing to provide Lot 16, which is being <br />vacated as a result of a DNR recommendation, as park. <br /> <br />Discussion ensued regarding whether or not the City really needs another park <br />on the river and the fact that Park and Recreation has had sufficient time to <br />view the property. <br /> <br />Commissioner Shumway noted that the proposed park area is adjacent to Juniper <br />Stables and there is evidence that the power line easement is currently being <br />used as a trailway. <br /> <br />Motion by Commissioner Shumway and seconded by Commissioner Hendriksen to <br />recommend preliminary plat approval to Ms. Ann Canis and Mr. Tom Skiba for <br />Stanhope River Hills contingent upon meeting the requirements contained in the <br />City Engineer's report dated August 29, 1986; meeting DNR recommended <br />adjustments contained in their report dated August 22, 1986; City Council <br />acceptance of Outlot A as dedicated park land. Further, to grant a variance to <br />lots not meeting the street frontage requirements. <br /> <br />Further Discussion: Commissioner Mendriksen stated that he is reluctant to <br />assume that the power line easement will be available for use as a trail <br />corridor and suggested that the developers provide an additional easement for <br />future trail development. <br /> <br />Amendment by Commissioner Shumway and seconded by Commissioner Deemer to <br />require the Stanhope River Hills Plat to provide a 10' easement along the north <br />side of the power line easement for future development as a trail corridor. <br /> <br />Amendment carried. Voting Yes: Chairman Peterson, Commissioners Deemer, <br />LaDue, Hendriksen, Zimmerman and Shumway. Voting No: None. Abstain: <br />Commissioner Howell. <br /> <br />Motion carried. Voting No: None. <br /> <br />Case #3: Request For Conditional Use Permit To Utilize An Office Trailer <br /> For Temporary Office Space; Case of Master-Halco. Inc.: <br /> <br />Mr. Lancaster of Master-Halco stated that it would be more cost efficient to <br />use a trailer for additional office space rather than remodel during the 18 <br />months it is going to take to make a decision regarding a suitable site for a <br />permanent structure, which may or may not be in Ramsey. The proposed location <br />for the trailer is in front of the existing building. Mr. Lancaster stated <br />that it is more condusive to his business operation to have the office and <br />warehouse inventory on the same site and that rules out renting office space <br />elsewhere. <br /> <br />Commissioner Hendriksen expressed concern for undercutting existing businesses <br />in Ramsey offering office space for rent and granting a variance to something <br />that was determined to no longer be allowed during recent recodification. <br /> <br />Mr. Lancaster inquired why a similar request from Great Plains Gas was <br /> September 2, 1986 <br /> <br />Page 4 of 8 <br /> <br /> <br />
