Commissioner Zimmerman commented that the way the present park dedication <br />ordinance reads, developers never have to give a cash dedication, the burden <br />falls to the person who builds on the land. <br /> <br />Commissioner Shum~ay noted that the Council should have been included in this <br />meeting to hear the Commissions' concerns. <br /> <br />Chairman Peterson summarized the meeting as follows. <br /> <br />1. ~ne City needs to hire a consultant to update the Comprehensive Park <br /> Plan and as part of that, to assess the conmmnity's park needs. <br />2. ~here needs to be greater communication between the public and the <br /> Commissions regarding park dedication issues. <br />3. The City should look into a more equitable park dedication system; <br /> perhaps requesting both cash and land for dedications so that any <br /> cash dedication can be added into the cost of development. <br />4. The Planning Commission is not interested in any expansion <br /> to the Mississippi River park given the constraints on the Hughesby <br /> property. The Park Coamission would 1/ke to see land adjacent to the <br /> existing park acquired for park development. Both Commissions <br /> requested a legal opinion from the City Attorney regarding the <br /> possible uses of the Hughesby property. <br />5.
