Public hearing and regular City Council meeting minutes dated July 22, <br />1 986. <br /> <br />COMMISSION BUSINESS <br /> <br />~ Reauest For Preliminary Plat Approval; Case O~ Mr. Kgn Johnson; <br /> <br />Lynn Caswell of John Oliver and Associates was present representing Mr. Ken <br />Johnson. <br /> <br />The Commission reviewed Lynn Caswell's August 4, 1986 response to the City <br />Engineer's letter dated August 1, 1986. <br /> <br />Ms. Norris stated that here and City Engineer Raatikka met with Mr. Caswell <br />earlier today to review additional information provided regarding soil borings <br />and drainage calculations. Mr. Raatikka is requesting more time to review that <br />information. <br /> <br />Commission consensus was that the plat does have requirement deficiencies and <br />since the Commission does not get a chance to review the information again <br />beyond the preliminary plat stage, they would prefer to see all the information <br />prior to recommending preliminary plat approval. <br /> <br />Commission expressed concern with the following issues: drainage calculations; <br />6% grade; suitability of building on Lot 4, Block 2; the first radius on the <br />south end of the new street is less than 100'. <br /> <br />Birdie Rotramel - 8435 167th Lane - Submitted a petition of area residents <br />opposing Mr. Johnson's plat and requesting Planning and Zoning denial of it. <br />Mrs. Rotramel stated that Ramsey is a charter government - a government <br />governed by the people. The people's feelings should be adhered to in this <br />case. Everybody should not get what they want just because they say they want <br />it. <br /> <br />The Commission noted receiving the petition. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Howell to table the <br />Mr. Johnson's request for preliminary plat approval until all of the <br />requirements of the preliminary plat have been provided and reviewed by the <br />City Engineer. <br /> <br />Motion carried. Voting Yes: Chairman Peterson, Commissioners Zimmerman, <br />Deemer, Howell and LaDue. Voting No: None. Absent: Commissioners Shumway <br />and Hendriksen. <br /> <br />Request For Conditional Use Permit To Operate SnowplowinE <br /> Operation From Home; Case Of Mr. Scott Sprin~er: <br /> <br />Mr. Scott Springer was not present. <br /> <br />Motion by Commissioner Howell and seconded by Commissioner Deemer to table <br />action until Mr. Springer is present. <br /> <br />August 5, 1986 <br /> <br />Page 4 of 11 <br /> <br /> <br />
