PLANNING AND ZONING COMMISSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning and Zoning Commission conducted a special meeting on <br />Tuesday, July 22, 1986 at the Ramsey Municipal Center, 15153 Nowthen Boulevard <br />N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mr. Ken Peterson, Chairman <br />Mr. Ben Deemer <br />Mr. Gerry Zimmerman <br />Mr. Roy Shumway <br />Mr. Charles LaDue <br />Mr. Terry Hendriksen <br />Mr. Jim Howell <br /> <br />Also Present: <br /> <br />Community Development Director Anne Norris <br /> <br />QALL TO ORDER <br /> <br />Chairman Peterson called the special Planning and Zoning Commission meeting to <br />order at 7:37 p.m. <br /> <br />CITIZEN INPUT <br /> <br />None. <br /> <br />A~PROVAL OF AGENDA <br /> <br />Commissioner Hendriksen requested that Case #3 "Discussion regarding Park <br />Commission review of plats regarding park dedication requirements" be added to <br />the agenda. The Commission agreed to approve the agenda with the addition of <br />Case #3. <br /> <br />COMMISSION BUSINESS <br /> <br />Case#l: Request by Mr. Rick Foster for City Participation (Tax Increment <br /> Revenues) for Site Improvements in River's Bend Plaza P.U.D. <br /> <br />The Commission discussed the concept of tax increment financing. Commissioner <br />Deemer stated that the Commission needs to answer the following questions <br />before it can approve any requests for tax increment revenues. 1) Is the <br />request consistent with the Comprehensive Plan? 2) Is the request consistent <br />with the Zoning Ordinance? 3) Will the request benefit the City as a whole? <br />4) Is the success of the project dependent on City participation? <br /> <br />Mr. Rick Foster explained that he is requesting assistance for site <br />improvements in the River's Bend Plaza P.U.D. Mr. Foster is proposing to <br />construct a 24,000 square foot shopping center and car wash. The estimated <br />market values of these structures is $1,660,000 and the assessed value upon <br />completion would probably be approximately $597,000.
