Mr, Hartley stated that Coon Rapids simply put in a level of appeal that <br />involves a disinterested third party professional hearing officer. This <br />process does enhance the chances of resolving a dispute but it still does not <br />answer the question of enforcing or not. Staff needs direction regarding which <br />issues are to be addressed. <br /> <br />Discussion ensued regarding the need to require future development to conform <br />to the codes; better appearing new development will put pressure on existing <br />businesses to upgrade. <br /> <br />Mr. Hartley stated that the liaison function between commission recommendations <br />and council action does not necessarily require commission representation at <br />council meetings; the same can be accomplished by commissions letting council <br />know the overall objectives the recommendations are based on. <br /> <br />Commissioner Ippel stated that a big issue in the last election was better <br />communication and since then he hasn't seen any attempts made between council <br />and commissions and between commissions to work on that issue. There should be <br />formal communication between these entities at least quarterly. <br /> <br />Chairman Greenberg proceeded to create a scenario of a businessman approaching <br />Planning and Zoning requesting information regarding what will be required to <br />open up a used car sales lot in Ramsey. Consensus was that for the next joint <br />meeting this exercise would be continued with EDC presenting a hypothetical <br />request to Planning and Zoning; Planning and Zoning preparing of checklist of <br />requirements; and EDC searching for loopholes to determine whether those <br />requirements are too lax or restrictive. <br /> <br />Discussion Regarding Establishing A Subcommittee To Consider/ <br /> Create Development Restrictions: <br /> <br />Commissioner Deemer stated that this subcommittee should address performance <br />standards as well as development restrictions. <br /> <br />Chairman Peterson suggested zoning criteria be reviewed; should Hwy. 10 be <br />rezoned to commercial and industrial uses be moved off the highway? <br /> <br />Planning and Zoning requested that EDC provide their concept of what the ideal <br />development of Hwy. 10 would be at the next joint meeting. <br /> <br />Other Business: <br /> <br />No action. <br /> <br />Case ~4'. Discussion Regarding Hiring A Person To Promote Industrial <br /> Development In Ramsey: <br /> <br />Brief discussion ensued regarding the theory and intent of a business incubator <br />project and the status of recent incubator project discussions between Ramsey <br />and Anoka.
