Mr. Hartley explained the Star City Program and the process by which such a
designation is obtained. It is a long involved process that cannot be
accomplished by city staff alone; requires the involvement of all community
leaders.

Mr. Ippel reviewed three options prepared by him regarding the hiring of a
consultant, through the Economic Development Company, to handle various aspects
associated with promoting industrial development in Ramsey.

General consensus is that there is a need for additional staffing to head up
industrial development tasks but more research of the issue is required before
making and specific recommendations to Council.

COMMISSION INPUT

General consensus was that tonight's meeting generated the following goals:

1. Adhere to codes that are in place to create more orderly future
development.

2. Prepare a clear and concise checklist of criteria and requirements
for developers to refer to.

3. Strive for increased liaison communication between the commissions
and city council and between the commissions themselves.

t

Schedule another joint Planning and Zoning/Economic Development
meeting for Sept. 30 with Planning and Zoning addressing EDC's
hypothetical proposal for a used car sales lot on Hwy. #10 and EDC
presenting an ideal development plan for property along Hwy. #10.

ADJOURNMENT

The joint Planning and Zoning/Economic Development meeting adjourned at 10:40
p.m.

Respectfully submitted,

Sylvia Frolik
Secretary

Anne Norris
Community Development Director

July 15, 1986
